The term refers to what humanity has done (with Satan's conniving) as to the exercise of individual personal responsibility: it has been "delegated" unto others - third-party-agents-of-responsibility - and no longer resides with the individual; i.e. the individual, in our present civilization's numerous societies, is NOT RESPONSIBLE for his/her words, actions and deeds. Such non-responsibility is yet another "factor" of Satan's Veil of Separation, in that when human beings can no longer exercise responsibility for themselves, neither can they breach that Veil of Separation and access that consciousness (and integrity, responsibility, conscientiousness, and so much more!) of their Soul and beyond.
