BOMBASE SEEKS REVIEW OF LAW CREATING PDABicol Tribune. Tigaon, Cam. Sur. Mayor Elmo Bombase has recently asked for a review of the law creating the Partido Development Administration (PDA) because it has become a burden to member municipalities in the 3rd district of Camarines Sur.
"PDA runs counter to the intent of the decentralization which allows local government units to independently chart their development course," the newly elected official pointed out.
Mayor Bombase said he believes that PDA is merely being manipulated to suit political ends rather than accelerate development. He lamented that all incumbent PDA directors and employees are political allies and protegees of Congressman Arnulfo Fuentebella whom the congressman installed without regard of their competence and qualification.
An engineer, Mayor Bombase was a ranking officer of the now defunct Bicol River Basin Development Program and is considered an expert on development planning and implementation.
Meanwhile, several municipal governments in the 3rd district are already realigning their budget to exclude contributions to the PDA especially now that the mandatory 10% outright reduction of internal revenude allotment (IRA) is being implemented along with the 25% savings reserved.
