History

Kyle and Jennie Rayner rang in the new millenium at the hospital where, after 18 hours of labor, Alexandra Wellington Rayner was born, followed eitgh minutes later by Theodore Johnathan Rayner. Neither parent was alarmed by the presence of green skin on baby Todd. The parents tried their best to protect the kids from the luunacy of their superheroic lives, not to much success as all of their family and friends were connected to the meta-human community in one form or another. This didn't change one whit when little Guy was born two years later. That would be the last child however, for (like his namesake) Guy proved troublesome to such a degree as a child that Jade marched Kyle off to the "vets" for The Operation.

Taking a job teaching at the Knight Academy when the twins were eight, the whole clan was uprooted from their home in Southern California and transplanted north to Opal City. All three kids were immediately enrolled.

After the dissolution of the Justice Society in 2012, Alan Scott changed his name to Sentinel and, assisted by other Lanterns, formed a second moon in orbit over the planet, dubbing it New Oa. From there, Scott would be the ever-watchful father trying to keep his eye on the world. The Rayners would prove frequent visitors.

Personality

Todd seemed a dreamer. Always friendly, and always pleasant, with a youthful energy that seemed to rub off on everyone, he always had many friends among his peers and teachers. This didn't save his grades, however. An average athlete, it was his best just to get by in P.E. even though he tried quite hard to be a better than average athlete. He did, after all, have dreams of being Green Lantern, which fueled his tricking Alex into loaning him her ring for a science project. He kept the existence of the copied ring he made secret for nearly a year, practicing in secret whenever he could. The only studies he ever did seem to do well in, were his art classes and (slightly) the life sciences. He secretly bore a crush towards both Professor Majestic and Sir Justain, causing him, for a short while anyway, to try harder in their classes. He also bore a brief liaison with young Dickie Grayson, but broke it off when he began to fear he was just another of "Little Nightwing's" experiments.

When his parents learned of his ring, despite their better judgement, his charms seemed to work on them, and he was allowed to keep his ring--so long as he not use it without another Lantern present until he turned 18. Friends with all the members, he was actually invited to join the Titans before his sister Alex.

Powers and Abilities

Todd has the benefit of years of Knight Academy education squandered under his belt. Armed with a Green Lantern Power Ring he possesses all of the wondrous power that comes with it and has years of practice honing its use.

Additionally, he is a meta-human, but unaware of his power's existence. Todd exudes plant-based pheremones that influence people around him into looking upon him favorably, agreeing with him often during times of conflict, and so forth.
