Major Paper for Master in Environmental Studies York University, 2000 One of the main problems facing resource management in the Jeneberang watershed (Gowa District, South Sulawesi) is environmental degradation derived from aggregate quarrying activity. Management of the activity is regulated by environmental management guidelines and other government regulations. However, the management effort is hindered by unfavourable implementation of the guidelines, leading to an unsustainable pattern of aggregate resources use. There are several factors, both external and internal, which can influence the implementation of environmental regulations, and which increase the complexity of that implementation. These have to be considered if success in implementing the regulations is to be assured. A strategy to manage the transformation of implementation outputs to desired implementation outcomes is also needed. In this major paper a strategy is formulated within a framework focusing on “integrated implementation”, defined as an approach that seeks out a strategy for managing complexity in the implementation process by adopting a strategic and adaptive approach to all key variables. The framework has the potential for helping to manage the complexity of environmental regulation at the local level. |
