CIVIL EMERGENCY PREPAREDNESS KIT

The purpose of this kit is to support basic individual survival,

self-sufficiency, and well-being on the part of uninjured urban

residents and workers during the first 72 hours following a civil

emergency incident. This will enable duly authorized response

organizations to focus attention and resources on: (a) rescue

and treatment of victims, and (b) restoration of civil order and

public services. Contents of the kit should be adjusted as

necessary to correspond with climate, season, and other

relevant local needs and circumstances.

*** Note regarding Sterno Mini-Stove: Inclusion of an "open flame" item in the above
list is controversial, due to the risk of fire, and/or explosion of combustible fumes. The
mini-stove's value lies in the capability it provides for making hot drinks and/or soup,
which can be of great importance for maintaining both morale and body temperature.
Extreme caution must be exercised to make entirely certain that the use of this type of
equipment will not result in fire or other adverse consequences.
