Connery would play his mentor in The Flying Scotsman, according to the Daily Record.
Producer Peter Broughan said: "Talks are ongoing and we're hopeful that Sir Sean will agree to take the part. He has been a big fan of cycling and particularly Graeme Obree.
"The film, I would say, is The Full Monty meets Chariots of Fire in lycra."

Trainspotting pair team up with Buffy star
Jonny Lee Miller and Ewan McGregor will team up again in the new comedy film On The Line.
The Trainspotting duo play buddies searching for a character played by Buffy star Sarah Michelle Gellar.
They stick posters up all over town begging her to make contact after Miller falls for her on a train journey.
It is due to start filming in the spring.
An insider told Ananova: "Miller and Ewan are a great combination. They spark off each other.
"Miller's role is basically American but Ewan will be American Italian.
"The accent is on comedy but there is also a dramatic twist in the tale."

British pair set to star in Dead or Alive movie
British actors Rachel Weisz and Jonny Lee Miller are being tipped to team up on a £20 million film version of the video game series Dead or Alive.
The glamorous duo have been pencilled in to co-star in the sci fi adventure Dead or Alive: Hardcore - The Movie.
The film which originated on Sony's PlayStation goes into production in the New Year in Los Angeles.
But Miller is likely to be the only male on the set as the story calls for the world's top women fighters to fight the forces of evil.
The American makers of the movie had wanted former Spice icon Geri Halliwell in the line-up. But she turned down the special effects driven tale along with Anna Friel.
But a friend of Jonny Lee Miller's said: "He has been looking for a fun, exciting chase story like this for some time. He'd like to make a movie for kids."
'Love, Honour and Obey' will be available to buy on video in the UK on February 19th 2001. It is already available to buy on DVD.

Britpack film stars enter a new stage
Ewan McGregor, Jude Law, Sadie Frost, Sean Pertwee and Jonny Lee Miller are to set up a theatre production company.
They already have their own film company called Natural Nylon.
Now they have been in talks with one of the West End's biggest landlords, the Ambassadors Theatre Group, about a joint venture to present new work in the West End.
Natural Nylon and the Ambassadors are expected to make a formal announcement about their plans at the end of November.
Complicity is out to buy on video and DVD in the UK today, rated 18.
