Issued to motorists who have a disability. In the past, anybody could get a set of these tags with a signed note from a doctor (which could lead to a set of problems in itself), however due to a scandal with a city parking official, it is now harder to receive handicapped plates. Handicapped plates are considered specialty plates because they are issued within the same numbering blocks as specialty plates.

Note the shape of the letter "A" in "Colorado" on handicapped plates. Aside from these and motorcycle handicapped plates, as well as all standard-base vanity plates, all other plates have the letter "A" rounded at the top.

Below the plate is an enlarged version of the center graphic (the International Persons with Disabilities logo).
