"On behalf of our people and myself, I expressed our feelings on the same day that these tragic events happened. Now, following the situation, I would like to make a statement.
During these tragic days for America, the Kazakhstani people together with American people are genuinely grieving over the deaths of thousands of innocent people. I am attentively watching the situation as it develops, and here, in Kazakhstan, we think that the terrorists must be punished, as well as the people who harbor them. The United Nations -- as we know, the UN Security Council -- has condemned these barbarous acts of terrorism and has called on all mankind to take decisive action. Therefore, Kazakhstan is ready to support the measures being taken by the United States in the fight against terrorism with all the means at the disposal of Kazakhstan.
Kazakhstan has always spoken out against terrorism, and it is ready to take part in creating a genuine international coalition of states to fight against international terrorism. In so doing, we proceed from the premise that any act of retribution must be not only effective but also fair. This entails a grave responsibility on the part of the state, and we rely on the wisdom of American leadership. We have noted with satisfaction that before they act, the United States wants to know exactly who committed these barbarous acts and who assisted the terrorists.
Today I sent a special letter to U.S. President George W. Bush expressing Kazakhstan's support for U.S. actions aimed at fighting international terrorism -- this global evil, which has metastasized all over the world. We hope that the American people will be able to come to terms with this heaviest of psychological blows, and will remain committed to their great values."
