Election after election, constitution after constitution, Edsa after Edsa, we, the great masses of the Filipino people, sink deeper into hopelessness, our poverty increasing tenfold, our problems as a nation getting more and more insurmountable. Ours was the earliest effort in establishing democracy in this part of the globe. Our press was even considered the freest in Asia before. Our elections have been most vibrant and colorful. The Edsa revolts have awed the world and inspired similar mass mobilizations.

Meanwhile, many of our people have been pushed into despair and have already joined armed revolutionaries of varied orientations and persuasions.

We, Filipinos, are not lacking in democratic passion nor in our yearning for reforms. But despite this, the Philippines remains in a pitiful state.

The country is rated one of the most corrupt in the world with some P150 billion of the nation's budget each year going to the pockets of crooked government officials and their cohorts annually. This amount is enough to sustain a bold agrarian reform and housing program for the toiling masses that could be the most powerful engines of economic and social reforms in our society. With this malignant corruption in the bureaucracy, the government's resolve and moral ascendancy to enforce the law and maintain peace and order have been dissipated.

Lawlessness and crime strike fear in the hearts of our people, wreaking havoc on the economy and causing massive capital flight. Those of us who have less in life suffer the brunt of economic hardship and social unrest.

Thousands of our countrymen continue to toil and slave in foreign lands because of poverty and lack of opportunities in our own country.

Among those of us who remained in the country, some 5 billion abled-bodied fellow Filipinos are jobless and some thirteen million countrymen fight hunger on a measly budget lower than P23.00 a day.

We, the Filipino masses, are continuously looking for ways by which we can liberate ourselves from poverty. In general, we, Filipinos, have rejected change by violent means particularly that which pits Filipinos against fellow Filipinos.

We, Filipinos, must first have a common basis of unity even if we decide to debate what better ways we can bring peace and prosperity to our country.

We must continue to believe in democracy. We, the people, have the basic right to express ourselves freely and participate in activities that seek redress of our grievances or promote changes that will improve our lives.

We must uphold and strengthen the rule of law. Not all of us will agree at all times. That is why in a democracy, there are laws, laws that are crafted by legislators elected by us, the people. Without these laws, there will be anarchy. Even the imperfections of the democratically established laws and institutions must be remedied by lawful means.

Even if we disagree, we must agree on how to disagree. Otherwise peaceful resolutions will be hard to achieve.

We must always pursue peace. Keeping faith in the democratic process means rejecting violence. It also means respecting not only the beliefs and views of others but the decisions of the majority as well. It is the key to reconciliation among many of us, Filipinos, who faced each other in many confrontations in the past.

We must promote justice at all times. Justice is all about making democracy work for us, the people.

We must reverse the environment of violence and reestablish law and order. Order is the first duty of the state. Unless there is a stable environment of peace and order, no economic progress will ever transpire.

We must fight all forms of corruptions and establish genuine good government. Corruption must be curved by the right systems as well as decisive, positive action, in all levels of bureaucracy, especially at the top. Above all by a leader who sets the example.

Leadership of society and country is all about doing the right thing. It is all about steadfast political resolve for the common good and not for the selfish few. It is all about courage beyond words that fear no threat whatsoever from vested interests and those who flaunt their disdain for the law.

We, the Filipino people, are seeking immediate relief from our day to day woes rooted in unabated graft and corruption in government and mounting lawlessness and criminality all over the country.

We are therefore inspired by Senator Panfilo Lacson's simple but powerful call, "What is right must be kept right, what is wrong must be set right." We are highly motivated by his outstanding record of achievements especially those which pertain to instilling discipline among those who are entrusted to serve the public. We are elated by his courage to take on the bigger and more scandalous kotong endeavors such as electric Purchased Power Adjustment (PPA) charges. We are encourage by his openness to new ideas and desire to learn from various sectors like what we represent. We accept his challenge for everyone to do his part in doing the right thing for our country and our people.

We now therefore hereby join Senator Panfilo Lacson in his crusade and commit our respective organizations and members to make him President in 2004.

Citizens' Movement for ORDER

Nagdaan na ang maraming halalan, nakailang ulit na ang pagpapalit ng saligang batas, nagkaroon na ng ilang Edsa, subalit napakalaking bilang nating mga Pilipino ang patuloy na nakalubog sa kumunoy ng kawalang pag-asa, mas lalong lumalalim ang kahirapan habang ang suliraning kinakaharap ng bansa ay para bang wala nang kalutasan. Tayo ang unang bansang nagtaguyod ng demokrasya sa dakong ito ng mundo at ang kalagayan ng ating pamamahayag ay itinuturing na pinakamalaya sa Asya. Ang ating mga halalan ay makulay at masigabo, idagdag pa rito ang mga pangyayari sa Edsa na nagpahanga sa daigdig at naging modelo at inspirasyon ng iba pang pagkilos sa iba pang dako ng daigdig.

Manapa'y karamihan pa rin sa ating mga kababayan ay nakakaramdam pa rin ng kawalan ng pag-asa at napilitang sumanib sa armadong pakikibaka na ginagabayan ng iba't ibang katuruan at ideolohiya.

Tayong mga Pilipino ay hindi nagkukulang sa pagmamahal sa esensya ng demokrasya at lalong hindi nababawasan ang ating pagnanais sa pagkamit ng mga makabuluhang pagbabago, ngunit sa kabila nito ang Pilipinas ay nakasadlak pa rin sa kalunos-lunos at kaawa-awang kalagayan.

Ang ating bansa ay itinuturing na isa sa pinakatalamak sa pangungurakot sa buong mundo at humigit kumulang na P150 bilyon ng ating pambansang kabang-yaman kada taon ay napupunta lamang sa bulsa ng mga tiwaling opisyal ng pamahalaan at ng kanilang mga kakutsaba. Ang halagang ito ay sapat na upang tustusan ang isang makabuluhang programa sa reporma sa agraryo at pabahay na dapat sana'y magiging behikulo ng pag-unlad ng ekonomiya at pagbabago sa ating lipunan. Sa ganitong malalang kalagayan ng korapsyon sa ating burukrasya, ang dapat sanang pagtatama at moral na basehan ng pamahalaan sa pagpapatupad ng batas at pagpapanatili ng kaayusan at katahimikan ay lubhang gumuho na.

Ang kaguluhan at krimen ay nagbibigay takot sa mga mamamayan, nagpapabagsak ng ating ekonomiya at nagpapa-atras ng mga mamumuhunan sa ating bansa. Kaya tayong mga naghihikayos sa buhay ang siyang pumapasan ng kahirapang dulot ng mga ito.

Daang libo sa ating mga Pilipino ang napipilitang magtrabaho sa ibang bansa dahil sa kahirapan at kawalan ng oportunidad sa ating sariling bayan.

Ang mga tinatayang 5 bilyon nating kababayan na may kakayahang magtrabaho na nananatili sa bansa ay wala namang trabaho, samantalang tinatayang 13 milyon naman sa atin na nakikibaka laban sa kahirapan ay pilit na pinagkakasya ang P23.00 kada araw upang mabuhay. Tayong mga masang Pilipino ay patuloy na naghahanap ng mga paraan upang makalaya sa kadena ng kahirapan. Sa pangkalahatan, iwinaksi na nating mga Pilipino ang marahas na pamamaraan ng pagbabago, lalo na ang paglalaban ng Pilipino sa kanyang kapwa Pilipino.

Tayong mga Pilipino ay dapat munang magkaroon ng batayan ng pagkakaisa kahit na tayo ay hindi nagkakasundo kung papaano ba magkakaroon ng kapayapaan at pag-unlad sa ating bayan.

Dapat tayong patuloy na naniniwala sa demokrasya. Tayong mga mamamayan ay may karapatang malayang ipahayag ang ating sinasaloob at makilahok sa mga aktibidad na nagpapahayag ng ating hinanaing o di kaya'y magpapaunlad ng ating kabuhayan.

Dapat nating itaguyod at patatagin ang pamamayani ng batas. Hindi lahat ng tao ay umaayon sa lahat ng oras. Kung kaya't sa demokrasya, mayroong mga batas, mga batas na hinabi ng mga taong inihalal nating mamamayan. Maging ang mga depektibong batas na hinabi sa demokratikong pamamaraan ay dapat na ituwid lamang sa pamamagitan ng at naaayon din sa batas.

Kahit na tayo'y hindi nagkakasundo dapat din nating mapagkasunduan kung paano tayo hindi magkakasundo, dahil kung hindi, mahihirapan nating makakamit ang mapayapang pagreresolba na ating minimithi.

Dapat palagi nating isulong ang kapayapaan. Ang pananalig sa demokratikong proseso ay pagwawaksi sa karahasan. Ito ay hindi lamang paggalang sa paniniwala at pananaw ng iba kundi maging sa desisyon ng nakararami. Ito ang susi ng pagkakaisa nating mga Pilipino na sa nakalipas na panahon ay nagkaharap na sa isa't isa sa maraming konprontasyon.

Dapat nating isulong ang hustisya sa lahat ng oras. Ang hustisya ay kung paanong ang demokrasya ay naisasakatuparan at naisasabuhay para sa ating mga mamamayan.

Dapat nating baliktarin ang pamamayani ng karahasan at muling ibalik ang pamamayani ng batas at kaayusan. Ang kaayusan ang unang obligasyon ng estado. Hangga't walang kaayusan, kapayapaan at katahimikan, walang pag-unlad sa ekonomiya ang mararanasan.

Dapat nating labanan ang lahat ng uri ng korapsyon at itayo ang tunay na mabuting pamamahala at mapagkalingang pamahalaan. Ang korapsyon ay dapat na masawata ng tamang pamamaraan, ng positibong aksyon sa lahat ng antas ng burukrasya, lalo na sa pinakamataas na posisyon. Higit sa lahat, ng isang pinuno na nagpapakita ng mabuting halimbawa.

Ang pamumuno ng isang bansa at ng isang lipunan ay usapin ng pagsasagawa ng mga tamang bagay. Ito ay hinggil sa matibay na pampulitikang paninindigan para sa ikabubuti ng nakararami at hindi para sa iilan sugapa lamang. Ito ay hinggil sa katapangan hindi lamang sa salita kundi maging sa gawa na walang kinakatakutan at hindi nangingiming ipatupad ang nararapat masagasaan man ang sinuman, lalong lalo na yaong mga yumuyurak at walang pasubali sa batas.

Tayong mga mamamayang Pilipino ay naghahanap ng madaliang solusyon sa ating araw-araw na paghihirap na nag-ugat sa hindi masawatang malawakang pangungurakot sa ating pamahalaan at paglaganap ng kriminalidad at kawalang paggalang sa batas.

Kung kaya't kami ngayon ay naniniwala sa simple at payak subalit makapangyarihang panawagan ni Senador Panfilo Lacson na "Ang tama ay nararapat na panatilihing tama, ang mali ay nararapat na itama." Kami ay nabigyan ng mataas na motibasyon ng kanyang mga kahanga-hangang nagawa lalo na sa pagbibigay disiplina sa mga lingkod ng bayan. Kami ay lubos na humahanga sa kaniyang katapangan na labanan at sawatain ang pangongotong sa lansangan at ang kaniyang pagtindig laban sa mas malaki at maiskandalong pangongotong sa elektrisidad sa pamamagitan ng Purchased Power Adjustment (PPA) charges. Kami ay naeenganyo sa kanyang pagiging bukas sa mga bagong kaisipan at sa kanyang pagnanais na makinig at matuto sa iba't ibang sektor ng lipunan, tulad ng aming mga kinakatawan. Tinatanggap namin ang kanyang hamon sa bawa't isa na gawin ang nararapat na mga bagay para sa bansa at mamamayan.

Kung kaya't ngayon kami ay nakikiisa kay Senador Panfilo Lacson sa kanyang pakikipaglaban at panawagan at itinatalaga namin ang aming organisasyon at kasapian upang maihalal siyang Pangulo ng bansa sa 2004.
