After the events in Pleasant Hill, Winter Soldier helped four super-powered criminals escape including Atlas, Fixer, Mach-X, and Moonstone.[54] In exchange for this, they joined forces with him and Kobik to clean up and make sure that S.H.I.E.L.D. would never continue the Kobik Program ever again. After attacking a S.H.I.E.L.D. base and destroying all S.H.I.E.L.D. files, Bucky saw S.H.I.E.L.D. can't be trusted with, he kept the team together to aid him in his job to eliminate potential threats to Earth as the Man in the Wall.
