Storm is a Dark Alliance Oblivia figure on top and a Danger Girl Abbey Chase from the waist down. The hair and costume details are sculpy and the hands are from an X-men Movie jean Grey figure. The cloud base is canned insulation sprayed onto cardboard and painted.
