Mr. Scarlet is really Brian Butler, a good attorney who is frustrated because the limits he has when working as a civilian, but he tries to change that when donning a red bodysuit, complete with cowls and gloves, boots, a yellow belt and a cape.
His companion, Pinky is his sidekick, obviously, following the lead and examples of Batman and Robin, Captain America and Bucky, Captain Marvel and Captain Marvel Jr.
Certainly, Mr. Scarlet and Pinky would be the direct response to the Dark Knight and the Boy Wonder, although Mr. Scarlet never was as dark as the first one.
Among his abilities and powers, Mr. Scarlet flies, although he almost never uses this ability, rather climbing ropes and jumping (!). His secretary, Miss Wade, knows his secret, and aids the couple as much as she can.
Both heroes were part of the Squadron of Justice and have never appeared in a post-Crisis story.
Jack Kirby drew his first story, and there's not an origin story for his flying abilities. He appeared in Wow Comics, published by Fawcett in 1941 for the first time, and ran until issue 69.
