He ensured that the Hidden Zone would be a safe haven for those who did not want to be involved in Robotnik’s rule. However, after Sonic arrived and Badniks followed him, the Hidden Zone was discovered. Fortunately, Sonic led Steve Owl and the others to the Emerald Hill Zone where they could live in peace.
