A local villager named Grubnik realizes that the monster can't make it to the ocean, and steals a large amount of dynamite. He succeeds in blowing up the monster, scattering the bits of water which then evaporated. Unfortunately, the villagers saw this not as an act of heroism, but of theft (they believed Gor-Kill to be only leaving their village, not on the verge of taking over the world), and arrested Grubnik.
