After several advances in technological progress, the United Nations is presented with the idea of letting a super-intelligent computer govern the world. They opt to do so, but some communist leagues still seek world domination. These men attempt to instill programming into the R.O.E. computer/robot that will make it obey their commands. However, R.O.E. instead commands the UN guards to arrive and defeat the communists.
