In a secret location well hidden on North America's east coast, the commander of a Nazi submarine is informing his men of the danger that Manhunter poses to their saboage mission. He then devises a plan to trap Manhunter and eliminate him from the picture.
The plan soon goes into effect with the releasing of helium-filled party ballons from a deserted beach, which contain notes asking for Manhunter to call a phone number. Meanwhile, Paul kirk is at the Trailblazer's club when one of his associates informs him of a ballon found in his backyard containing a message for Manhunter. Kirk calls the number and recieves a message for a meeting at the beach. Soon after, Kirk shows up to the beach under the guise of Manhunter, unaware the Nazis had set a trap for him by rigging the lifeguard tower with explosives. Manhunter climbs up the lifeguard tower to get a look around when he realizes a trap was set for him after spotting a sniper hidden nearby. Just as Manhunter dives for cover, the lifeguard tower explodes. The explosion brought a giant wave of sand ontop of him, concealing him from his assassins. As the two assassins were searching for him, Manhunter suprises them and subdues them.
Later, Manhunter turns the two men over the FBI but they refuse to talk. He then returns to the beach to the scene of the encounter, looking for clues. He then comes across a pair of diving suits used by the two Nazis. Manhunter dons one of the diving suits and goes underwater. Moments later, he discovers a Nazi submarine hidden near an old shipwreck. The Nazis aboard the sub soon discover Manhunter and a crew is deployed to detain him.
Moments later, he was secured in a net and is now prisoner aboard the Nazi sub. The sub commander then has him thrown in a supply storage locker. Manhunter then starts the strip the net strands one by one to free himself. Once free, he notices from his surroundings that this area is where they pump oil from the storage tanks to refuel other ships. He also notices large bags of flour and decides to dump the flour into their fuel oil supply, contaminating it.
Manhunter then escapes from the room. Meanwhile, the Nazi sub takes to the surface and begins to refule other the subs that came by. After making his way to the radio room, Manhunter takes out the crew inside and then radios a message to a US Naval Base. Later, a fleet of US Navy destroyers sourround the Nazi subs, taking them all by suprise and since their fuel supply was contaminated, they couldn't escape and they were all captured without further incident...
