In the early 80s, acts of terrorism were springing up all over the globe and began to threaten U.S. freedom on its own soil. The Secretary of Defense took action in 1982 and ordered the creation of an anti terrorist task force. He was surprised to learn that General Lawrence J. Flagg had already been in the process of creating such a team - Special Counter-Terrorist Group Delta - for some time. Flagg received immediate official sanction to do so and recruited Colonel Clayton "Hawk" Abernathy to be field commander of the Counter-Terrorist Group he nicknamed G.I. Joe, in honor of the original team helmed by Lieutenaut Colton some years before. It was Hawk and their first recruit, Lonzo "Stalker" Wilkinson's help that the first thirteen member were assembled.
