Butters is just the very mentally disturbed character of South Park. Since he has been taken advantage of so many times, he kind of "snapped" and has in his mind become the world's most feared Super-Villian. His name is Professor Chaos.

He has been tricked so many times by Cartman, Kenny, Stan, and Kyle that it is hard to keep track. My personal most memorable is the episode where Butters glues balls to his chin so he can go on a talk show about freaks.

Another memorable Butters moment was in the new season when Cartman pretended to be a robot and Butters was convinced that Cartman was the AWESOM-O robots just for him. It was a great episode.

Butters is always being tricked by Cartman and everybody else, it will only be a matter of time until he gets tricked again, and it will definitely be hilarious.
