Herman Schultz designed and built his vibro-shock units in a rehabilitation program while serving time in Ryker's Island Maximum Security Prison, Upon release he tried to establish a new career as the Shocker; but while committing a daylight robbery of a Krinks Security Van at the First Union Bank, he was interrupted by Spider-Man, who taunted him and broke his nose. When Shocker tried to use his weapon, Spider-Man webbed his hand, causing a backfire that shocked Herman into unconsciousness. He was returned to Ryker's, but was swiftly released when his lawyer managed to get his conviction overturned, claiming Spider-Man had infringed his client's rights.
Shocker improved his costume and equipment and returned to robbing. Yet another daylight bank raid found him in a standoff with the police, whom he easily dispatched, until Spider-Man showed up in a new strength-enhancing costume. The panicked Shocker blasted Spider-Man at close range, only to see the upgraded hero literally shrug off the attack. As Shocker stared in disbelief, Spider-Man kicked him, sending him into the side of a police car. Unconscious, he was again captured.
Several months later, improved and once more on the loose, the Shocker committed another robbery but his luck remained true; as he attempted to flee with his loot, he encountered both Wolverine and Spider-Man (who had temporarily swapped bodies, Herman was unaware of this). Shocker stood frozen in terror as the two argued, virtually ignoring him, until SPider-Man webbed him in his chest, then yanked him through the air straight into Wolverine's upraised fist. Shocker's mask shattered and he slammed into the ground unconscious.
Ever persistent, Shocker soon tried again, robbing another armored car outside a bank in the middle of the day; as ever, his luck was poor and he was cornered by arriving police units. Before anyone could open fire, the costumed Kitty Pryde confronted Shocker, but the terrified Shocker tried to blast her, he found his attack had no effect on the immaterial girl. She phased right through his shock units, causing them to short out; when he realized Spider-Man was also present, he fled in abject terror, straight into a wall of webs. For the moment, he is back in custody.
