The Supreme Headquarters International Espionage Law-Enforcement Division was created to be a worldwide intelligence and peacekeeping organization dedicated to protecting the nations and people of Earth from all threats to its security. Under Director Nick Fury, S.H.I.E.L.D. was very good at its job. Unfortunately, part of its mission was to contain the increased threat from the mutant population which led Nick Fury into direct conflict with the man who would rule Earth, Magneto. Following Magneto's victory, Fury was branded an outlaw and went into hiding.
Under the command of Sebastian Shaw, S.H.I.E.L.D. is completely loyal to Magneto and his beliefs. They work with him to keep the dominant mutant population of the planet in control. Using a combination of mutant agents, human agents and Sentinels, S.H.I.E.L.D. is an example of the new world order established by Magneto and his victory over those human oppressors who wished mutantkind destroyed.
The Red Guard, led by agent James Howlett, codenamed Wolverine, is the agency's top strike force.
