This GIAC page provides links that you can use to find a considerable amount of information on Horry County, Horry County and South Carolina government, South Carolina newspapers, and related web sites.  You may want to put this page in your "favorites" or "bookmarks" in order to easily return to it later.

Unfortunately, our Angelfire website host, has taken the liberty of sometimes completely obscuring an external web site linked to from GIAC while the external web site is loading.  If this happens to you or you get any other message screen obscuring the linked page, you can click the "x" in the upper right corner of your browser to remove the ad or message screen and see the linked web site when it is downloaded.

I have complained to Angelfire -- its response:  "You will need to upgrade your Angelfire account in order to remove these ads. Free members no longer have a choice of how ads will appear on their Web sites. All free users will now see embedded ads and pop up ads."

I replied: "I have no objection to the ads on my free GIAC site. That is a fair exchange. I feel the GIAC site is a public service to which I donate considerable time, but I am not willing nor particularly able to also contribute continual funding.

"I do object to angelfire ads totally obscuring the pages on web sites, generally governmental, to which the GIAC site provides hyperlinks. I know I have no financial leverage, "he that has the gold rules," but I implore angelfire to not do this."

Your Advertisements

Angelfire charges a $4.95 monthly fee to remove all its ads and provide slightly more space on its server.  If there are local advertisers who are interested in putting their ads on GIAC pages (not pop-ups), I will remove Angelfire's ads.  GIAC can not qualify as a tax exempt entity for a charitable deduction because it does endorse specific candidates who it believes share GIAC's perspective.

Road Map to WWW Links With Horry County Info Link Details:

Click http://www.horrycounty.org/gateway/main.html to reach the new Horry County web site location that provides property information such as tax history, last county appraised property value for assessment (not fair market value as designated, at this writing), the registry of deeds, an interactive (center point of view, zoom in/ zoom out) composite aerial photograph of Horry County with flood plain information and zoning, and an interactive mapping based application locating school districts, council districts, precincts, etc. based on address, parcel id or street intersection.

For Horry County government information, click  Horry County government .  Be aware that it takes about three months for county ordinances to be codified and put on this site. So you may not be seeing the latest.

For the agenda on County Council meetings, after clicking  Horry County government, click the County Council link and then select the agenda for the date.   it is available on the site by 12:00 noon the Friday before a meeting (usually scheduled the second and third Tuesday each month). 

For the minutes on County Council meetings, follow a similar procedure after clicking  Horry County government  Note 2001 and 2002 archived minute link at the bottom of those for 2003. These are not posted until after they are approved at the succeeding County Council meeting.

For the agenda on Planning Commission meetings, after clicking  Horry County government, click Departments, on the new screen, pull down the menu by clicking the down arrow immediately to the right of the words "select department" and scrolling down till the word "Planning" appears.  Click on "Planning."  On the new screen, scroll down to the menu and click the desired date alongside "Agenda" in blue text.  Wait for Acrobat Reader to load the agenda text.

"The Planning Commission agenda is hard to read when it comes up on the Planning web page. The first thing I would suggest doing is clicking on the break out of frames button on the left side of the page located under the Horry County symbol. This will eliminate the index and make the page full screen. After this, when you open the agenda it will be sized at 44% ( this should show up on the lowest toolbar at the top of the page on the left hand side). If you increase the size to 100% it should be readable. Also, if you prefer to print the page the font size should be readable on the printed page."  -- Guidance as furnished by James Bischof Senior Planner.

To get contact information on Planning Commission members on the county site, click "Directory," "Boards and Commissions" and then "Planning Commission."  More detailed contact information may also be reached from this GIAC site (valid as of January 1, 2003) by clicking Effective Action  here or on the menu on the right and navigating to the third section of that page, "2003 Incumbent Contact Information."
