Grand Kai is the ruler over all the Kais with there own planet. But He isn't rules of the Supreme Kai. Anyway, He made the place where the other world tournament starts. He judged the tournament and goku and pikkon both lost. He gives them a private lesson in 200-300 years. He is supposed to be a great martial artist with fanatastic skill and graceful fighting techniques. But we find out that he is nuthin but a "..couch potato.."
