Dima Halom Daogah (DHD) is
an offshoot of the erstwhile Dimasa National Security Force (DNSF) which
had surrendered en masse in 1995, except for its self-styled
Commander-in-Chief Jewel Garlossa, who subsequently launched the outfit.
It's purported objective was to create a separate Dimaraji (Dimasa
land) for the Dimasa tribe comprising the North Cachar (NC) Hills district
of Assam and some adjoining areas outside Assam.
The DHD cadres were
reportedly trained and armed by the National Socialist Council of
Nagaland--Isak-Muivah (NSCN-IM).
In return, the NSCN-IM used to engage the DHD in extortion in the NC Hills
and both the outfits used to issue extortion demand notes in joint
letterheads. However, DHD leaders seemed to have distanced themselves from
the NSCN-IM in the year 2000 and asserted that they would never want their
territory to be included in Greater Nagaland (Nagalim) envisioned by
NSCN-IM. Subsequent to the June 13, 2001 cease-fire extension agreement
between the Union Government and the NSCN-IM, the differences between both
the outfits seemed to have grown.
Significantly, DHD became
the first terrorist outfit in Assam to issue an open threat to the
immigrant Bangladeshis to vacate the NC Hills and the Karbi Anglong
district. It started a massive campaign through hand bills, posters etc.,
against the settlers in the month of July 2001.
The combined operations of
NSCN-IM and DHD cadres accounted for 22 deaths including that of 13
civilians and nine security force personnel in the year 2000. Reports
indicate that the DHD terrorists had been extorting taxes from government
employees, businessmen and traders in the district. In a recent act of
insurgency, suspected terrorists of DHD were involved in the killing of
nine policemen near Dehangi in North Cachar hills district on February 8,
2001.
The militant group had
suffered a major setback when its self-styled Commander-in-Chief, Bejoy
Nandung, was nabbed by the security forces in Cachar district on July 3,
1999. The outfit, at present, is led by its President Jewel Garlossa,
Vice-President Dilip Nunisa and Commander-in-Chief Stephenson Dimasa alias
Stephenson Samsidow. DHD's cadre strength is reported to be around 300.
Sources suggest that outfit has an estimated 60 AK-47 rifles, 30 to 35
AK-56 rifles, 40 SLRs, 10 to 12 RPGs, besides other small arms.
