Hall of Shame Mission Statement
This site is dedicated to expose those shameful
people who think they can lie, cheat, steal and violate the principles of
basic humanity and remain anonymous. As you are aware, my involvement
with
Cameroon began through the glazed eyes of a tourist. After a sham marriage
and the loss of my life savings to the corrupt judiciary, I now see the
plight of Cameroonians through much clearer eyes. It is through fiercely
protected anonymity, by those involved, that corruption heads down its
unbending path. These are the same people sitting in the pew next to you
in church on Sundays, who are stealing the food from your mouth and your
children’s education on Mondays. I say, lets take a look at these people
and let them enjoy the sleepless nights that they inflict upon others.
Exposure of these peoples' acts of shame is the strongest tool to drive
others away from these evil practices.
Is Cameroon so far down the toilet bowl of
corruption that it is beyond help? I think not, but the fact that many
wear their crimes as medals to their cleverness, and worse, that others
aspire in the same way to achieve like goals is a mentality worthy of
standing against.

Submissions
Please feel free to send your own corruption or
injustice stories. Each month contributions highlighting the difficulties
of those that may not have found the means to voice their issues will be
considered. Of course I would need to check story validity depending on
its contents, but we won’t be shying away from what needs to be said.
Consider this your newsletter and within reason there shall be no
censorship. Photos can be published also, if they enhance your tale. Its
early days and may take a couple of editions to get into the flow of
things, but no target is too big. My philosophy is fairly simple “A thief
is a thief”. I don’t discriminate on age, colour, race or sex. I do
request that you use this forum for the purpose it is intended. Thanks.

Dear Fellow Corruption Haters,
I’d like to take this opportunity to offer my personal thanks to
the many subscribers who actively participated in the
development of the newsletter, by either sending material,
forwarding the newsletter, or just by visiting the website and
reading the material. The newsletter continues to grow from
strength to strength, and I’m looking forward to this next
year and the opportunity to use the experience gained through
the last 12 months to develop the newsletter into something more
substantial in the fight against corruption and injustice!
We
were planning on doing a “Best of Popaul” this month, but
decided that with the essence of this newsletter being a
birthday celebration, we should put as positive a slant as
possible on this edition. It is with this in mind, that we’ve
put together a review of “Praise Files” that have appeared in
the newsletter throughout the year.
The Hall of Shame Supreme Court is back in action next month
with the commencement of our trial against SGBC & Societe
Generale. There is still US $200 up for grabs for a quality
photo of SGBC staff/feyman, Ndoumbe Lottin & Francois Ngouania.

Has Biya’s anti-corruption train
derailed, before it has even left the station?
The latest in a very long
line of anti-corruption drives appears to have failed with
barely a whimper. What began several months ago as a very noisy
affair designed to get the attention of those who’d decide
whether Cameroon had fulfilled it’s obligations as a HIPC and
achieved debt relief, has now passed with the usual few
scapegoats served up in a media frenzy.
Call me stupid, but I thought
the purpose of debt reduction in countries classified as HIPC,
was to improve the miserable existence suffered by the
population, or that’s at least how those “generous” benefactor
countries sold it to the world! That this debt relief exercise
was put in place to aid the
suffering masses in Africa?
The irony of the situation is that the Cameroon government spent
the last year striving to prove itself as a Heavily Indebted
Poor Country, by driving the living standard of it’s citizens to
levels lower than ever experienced before. But achieve it, it
did! By making the population suffer to its limits, just to show
how Cameroon deserved to achieve the status of HIPC.
In 1982, Biya took the reigns
of a rich and healthy country on it’s way to being the jewel of
Africa, but in the last 24 years the country has been sucked dry
by the thieving vultures who’ve hoarded state monies in foreign
accounts. Nearly all basic infrastructure has eroded at the
hands of the ruling party, impassable roads, hospitals with no
medicine, schools with no teachers and a larger number of
Cameroonians living in poverty and abuse like never before. Not
to mention the numerous banking institutions ransacked of
citizens money through corruption and government theft, and a
corrupt and lawless judiciary. In recent years Cameroon was
deservedly given the accolade of the “Worlds most corrupt
country” on two occasions. All this was long before anyone had
heard of a HIPC.
So what exactly is the World
bank & IMF rewarding, with this debt relief? Is it that the
leader of this HIPC country recently purchased a Boeing 767 from
a Saudi Arabian Prince for his personal use, whilst the national
airline (Camair) was collapsing? What about the 500% increase in
embezzled money being deposited in foreign bank accounts during
the last 2 years! What about the continued human rights abuses?
Only a week ago two citizens over 80 years old were arrested and
detained without charge in Bamenda. The list is just to long to
continue…….
So whilst the Biya government
caused further suffering on the population
to achieve the HIPC completion point, the International
community reward him for meeting the stringent HIPC guidelines.
Does the International community think this is some humanitarian
gesture, or are they themselves participating in the human
rights abuses suffered by Cameroonians? I would like to suggest
that the agents of the “Benefactor countries” travel to anywhere
in Cameroon (especially the Northwest & Southwest provinces) and
take a look at the reality of daily suffering Cameroonians
experience under the corrupt government they are supporting,
rather than sitting at the Hilton in Yaoundé sipping champagne
bought with monies misappropriated from those they declare they
are helping.
I daresay that Paul Biya is
laughing all the way to his Swiss bank account and naught has
been achieved towards improving Cameroonians hardships. This
whole debt relief business has no humanitarian agenda at all.
Certainly not in this country!

Moderator of
the Presbyterian Church in Cameroon, PCC, Rt. Rev. Nyansako Ni-Nku
has said Cameroon's last 20 years have been a
period of waste and prayed that with her abundant resources, the
country should not stoop so low as to solicit the world's
sympathy again.

One of
Africa’s utmost press freedom heroes, Cameroonian journalist
Pius Njawe has faced relentless harassment by the authorities
throughout his career. In the past thirty years he has been
arrested 126 times and served prison time on three different
occasions. Despite ongoing adversities, Njawe continues to
publish his newspaper Le Messager. In 1993, he was
awarded the WAN Golden Pen of Freedom in recognition of
his outstanding contribution to the independent press in his
country.
Pius wrote

HK customs seizes 3.9 tons of elephant tusks
Hong Kong Customs
examined the container with the mobile X-ray vehicle
scanning system at Kwai Chung Customhouse on Tuesday and
found the elephant tusks inside a concealed compartment.
The container originated from Douala, Cameroon, and was
shipped to Hong Kong on May 3. It was declared to be
carrying timber.
FCFA 700 Billion HIPC Money To Transit Through France
Asked why
the FCFA 700 billion would have to make the round trip,
it was said that France would enjoy the profits
generated by money if banked in France, whereas Cameroon
would be the one to enjoy if the money is banked here in
the country.
Cry the murder of a beloved Community
“CDC
should not be auctioned and the inappropriate sale of
the tea estates should be revoked. Government should be
seen to be preventing illegalities and not abetting or

Customers Plan To Burn Kumba Post Office
Customers of the Kumba
Post office are planning to burn the institution over
what they describe as government's failure to respect
their 10 percent payment, which has caused hardship,
death and frustration in their families.

Southern Cameroons is a different and distinct nation.
With its own international boundaries defined by
international treaties, it is not an integral part of La
Republique du Cameroun. Southern Cameroonians are Not
citizens of La Republique du Cameroun. They are by
culture, history and international law citizens of
SOUTHERN CAMEROONS. They are not
français Camerounais.
Is May 20 A Day Of Mourning Or Celebration?
The celebration of May 20 by some Anglophones is an act
of treachery against themselves, their families, their
people and their land. Anglophones should be aware that
this day marks the commencement of the ill treatment
given to them by Francophones. This referendum was
illegal in concept, procedure and application.
SOUTHERN CAMEROONIAN STORM AT
THE BRITISH EMBASSY IN BELGIUM

Their voices were loud and clear as
Southern Cameroonians protested peacefully in front of
the British embassy in Brussels.
As decided by the Southern Cameroons community both at
home and in the Diaspora to make this years 20th
May celebration a day of National mourning and
demonstrations, the Southern Cameroons community in
Belgium led By Chairman Morfaw Rene and Lawrence Ewane
Ngole were out in Black to mourn the enslavement of the
Southern Cameroons.
In a peaceful demonstration in front of the British
embassy in Brussels which lasted one hour commencing
from 2.30PM to 3.30PM, Southern Cameroonians sang and
called on the British government who were part of the
creation of the Southern Cameroons problem to come and
be part of the solution.
With placards and posters reading, RESTORE THE
INDEPENDENCE OF SOUTHERN CAMEROONS,FREE THE SOUTHERN
CAMEROONS, NO TO HUMAN RIGHTS ABUSE,SOUTHERN
CAMEROONIANS ARE STATELESS, The SCNC in asked the
British authority to mount pressure on the government of
La Republique du Cameroon to amongst others release with
immediate effect all Southern Cameroonians languishing
in detention all over La Republique du Cameroon. Her
majesty’s government was also asked to table the
Southern Cameroons case for independence at the United
nations general assembly.
In a four page
strong worded petition to the Prime Minister of Britain,
the
demonstrators express indignation the sloppy, shoddy
and inattentive attitude the UK’s government was
responding to the numerous petitions, demonstrations and
memorandums Southern Cameroonians were organising all
over the world. According to them,
Southern Cameroonians have legitimately expected that
Her Majesty’s Government should come to their aid in a
means of correcting the historical wrong she did to the
people of Southern Cameroons 45 years ago.

They accused the
British government of adding insult onto injury giving
a deaf ear to the plights of the Southern Cameroonians
by romancing and dinning with the Yaoundé regime at the
detriment of Southern Cameroonians. Evidence of this
romance is when in 1995,
Britain stabbed Southern Cameroons in the Back by
allowing La Republique du Cameroun to join the Common
Wealth of Nations. The petitioners stated that Cameroons
admission into the common wealth of Nation has benefited
nothing to the Southern Cameroonians. Citing the case of
the just ended Common Wealth Games in Australia where
Southern Cameroonian athletes were sidelined for French
speaking Cameroonians, the SCNC called on the British
Government and the Common Wealth of Nations to come to
the assistance of Southern Cameroonians before they are
silently extinct from the map.
SCNC Militants March In Sack Cloths
Members of the Southern Cameroons National Council, SCNC,
Kumba, roamed the streets of Kumba Town from May 18 - 20
in sack cloths to commemorate the national day. They
walked the streets vociferating the assimilation of
Southern Cameroons under emergency laws.
According to leaflets signed by Nfor Ngala Nfor,
National Vice Chairman of the SCNC, which the militants
circulated in the town, May 20 represents the day on
which Southern Cameroons was reduced to a colony, losing
her freedom and the right to equality with citizens of
La Republique du Cameroun.
According to the leaflets, out of 37 ministers only one
is from Anglophone Cameroon, 38 Secretary Generals with
two Anglophones, 34 Ambassadors with three from Southern
Cameroon, 10 Governors with one Anglophone, 27 Army
Generals with two Anglophones, 280 Divisional Officers
with only 12 Anglophones, 32 Director Generals with no
Anglophone and out of 8000 police recruited in 2002,
only 60 were Anglophones.
The leaflets also stated that 40 out of 55 commonwealth
scholarships awarded to Cameroon went to Francophones,
and all Francophonie scholarships went to Francophones.

Leaders of the Southern Cameroons National Council, SCNC, who were last week
arrested and detained in Oku, Bui Division and later released, have been
rearrested and detained in Bamenda.

Every October 1, militants of the SCNC are, in one way
or the other, harassed, tortured and others subjected to
the worst forms of inhuman and degrading treatment.
New Law Traps Police, Gendarmes
If
the new Criminal procedure code is well applied, the
arbitrary arrests and detention of citizens by the
forces of law and order will be a thing of the past,
come next August. The accusatorial system, which upholds
the presumption of innocence until proven guilty by a

Child Labour Alarming In Cameroon
Child labour is very common
in la republique du Cameroun. Another ill of that
society is the common practice of teachers preying young
girls (sex in return for marks), employers preying their
secretaries, the rich class contaminating innocent

Government Bans Bishop's Press Conference
Government slammed a ban on the press conference
organized by the National Episcopal Conference of
Cameroon in Yaounde, May 12.The press conference was
aimed at launching a report on the conduct of the 2004
Presidential elections and proposals on the amendment of
electoral law.

Fon Doh’s 1ST 12 Days In Jail

A.M this Thursday April 13, 2006. Fon Doh is awoken by a
cacophony of sounds and sights. The jeers are coming
principally from the main prison ward. Prisoners
intentionally direct the jeers at Fon Doh. They expect
him to get up and join them in their morning chores.
CDC Privatisation Dust Whirls On
The dust from the privatisation of the former Cameroon
Development Corporation, CDC, tea estates is far from
settling. Tole Tea Estate, Buea, has proved to be the
most daunting company to have been privatised.

Prize!
National Song And Drama Contest Against Corruption
Launched
A national song and drama
contest has been launched by a Limbe-based NGO, Civil
Initiatives for Development with Integrity, CIDI, in a bid
to bolster the national fight against corruption. An
announcement to this effect states that the contest, which
has as its theme, "Corruption" is open to individuals,
schools and groups who are interested.
At “Hall of Shame” we realize that our song
"Paul Biya na tifman" which was entered into the
anti-corruption competition may have been a little to
hot for the judges to handle, and we are not surprised
that the competition closing date has passed without us
hearing a whisper. So we decided to submit the song to
our own group of Judges, to see if the song had merit in
several areas such as; theme content, creativity, poetic
structure & rhythm. After thorough scrutiny of the song,
the Judges came back declaring a resounding achievement
in all categories and awarded it 1st prize!
We don’t like to gloat to often here at the
newsletter, but we think this song is a bloody ripper.

Cardinal
Christian Wiygham Tumi |

Cardinal Tumi is selected for our praise file this month. He is a
man of character who has lived as a mentor and disciple maker to
young people all over the world. A prelate who encourages
enculturation when he said, “The real problem is not that of the
rapport between the Gospel and culture, but that of the rapport
between the new Christian traditions with those that have
monopolized Christianity. ... Throughout the history of
Christianity, 'Christianists' have attributed to God political or
cultural choices that conform to certain interests."
As such, he has resisted the corrupt government of Biya
by speaking out loud against corruption and lack of better
governance despite attempts at his life. When good people stay
silent, evil people become addicted to their evil and make the good
people pay. We all should learn from this man to speak out against
evil and corrupt practices.
Tumi's Service To Humanity Rewarded.
His
Eminence Cardinal Christian Tumi was on a six-day visit to Los
Angeles, USA, recently, during which he was awarded an emblem in
recognition of his services to humanity.

Ni John Fru Ndi |

Ni John Fru Ndi, is the chairman of the Social Democratic Front (SDF).
He gave the voiceless Cameroonians a voice by starting a political
party that was not welcome at the time. Fru Ndi is a very honest and
diligent man. He has
stood
his grounds rather than be corrupted by the Cameroonian government.
Due to his out spoken nature the Cameroonian government has been
toeing the line to an extent. He is influenced by his Christian
beliefs, which make him to speak against corruption and nepotism
without fear. Cameroonians should give him a thumbs up. Let me end
with this quote of his, “It is the role of government to provide an
environment that liberates the forces of creativity in a country.
Problems should be a challenge, not an alibi to a government;
leaders are measured not only by their success but also by their
striving".

Prince and PA Hamilton Ayuk |

A
young dynamic and theological scholar nicknamed Jesusman who is
nothing less than a mobile Bible. Though controversial because of
his objectivity, he is a show window of what a modern day preacher
should be; versed in almost all fields. An intrepid man of his words
that would shy not from his detractors no matter their number. The
closer you get to know him, the more you want to be the friend of
this jovial and always smiling preacher. He is changing the way the
Bible was interpreted and preached with his practical Christianity
of mentoring and assisting those who need help even at his expense.
He is an author, poet, playwright, teacher, clergy and translator.
May we end with his words “Plastic surgery may repair a damaged
face but a plastic smile will not do for a miserable life” and “Life
is like a mysterious highway. At times we bypass those who would
have made us happy on the other side of the road either because of
one sidetrack or myopia”.

Paul Mapouth Eugene
1949 - 2004

Sadly, while this
months recipient is no longer with us in body, his spirit stands
beside me as it has from the first time we met. This is no lament
over a friend lost, but a homage to a character who’s attributes
embodied all that is positive. As such “Uncle Paul’s” position
alongside the likes of Prince & PA Hamilton Ayuk, Cardinal Tumi & Ni
John Fru Ndi is not out of place as a fine Cameroonian and a
splendid citizen of humanity.
Mr.
Paul Mapouth Eugene was born in 1949 in Victoria to Pa Labep Eugene
and Mama Emma Labep Eugene, both of blessed memory. He attended the
Native Authority (NA) school Victoria. From there he gained
admission into Sacred Heart College Mankon, Bamenda in 1964,
obtaining his London G.C.E ‘O’ level in 1969. He then worked briefly
for CDC, Tiko, as a junior field assistant. In July 1971 he left for
CIAT Ngaoundere and came out as a marine officer in the Navy. After
a truncated service in the navy he left for Nigeria. There he taught
in Enuda High School, Imo State (now Abia State). In the course of
time he went into business spanning the territories of Nigeria and
Cameroon.
“Uncle Paul” the
appellation affiliated to him till his demise was friendly,
agreeable, humourous and singular in any crowd. He was a staunch
supporter of Victoria United FC (OPOPO).
Luckily I’m
writing the story of the 2 years “Uncle” and I spent together under
extreme and stressful circumstances. To me he was a friend, mentor,
educator & protector, who’s praises I sing to all who’ll listen.
When I’m often asked about the type of people Cameroonians are,
Uncle Paul is the person who comes to mind. He did his all to see
that I returned safely to my family and that my experience in his
country was balanced with positive aspects.

Berinyuy, Human Rights Lawyer, Member/Legal Adviser of Human Rights
Defence Group [HRDG],Cameroon Association For the Rights of the
Child [CARC], Action by Christains for the Abolition of Torture [ACAT]
and Organisation Mondiale Contre La Torture [OMCT] HAS INDEFATIGABLY
BEEN TO THE TASK in exposing Administrative arbitrary arrests and
detentions as well as Judicial buffoonery plus child abuse in
Cameroon.
For
example, Lawyer Blaise caused the Fontem Court to fine the SDO in that
Division, Mboke Godlive Ntua, 500,000frs for violating the human
rights to property of Ambassador Fussong Henry. In turn the SDO
wrote to the Administration saying the Court President, Justice Menyoli Charles Nammi found him guilty because Justice Nammi is a
member of the secessionist SCNC GROUP.and SHAMFULLY ENOUGH, the SW
Procureur General, Chief Justice Mbah Ngie Solomon summoned the
Fontem Court President for questioning thereby tampering with the
independence and integrity of the court.
When former SW Governor, the Police Boss and UB Vice
Chancellor, Dorothy Njeuma deployed troops into UB killing two,
injuring many and raping alot, only Blaise dragged them to court for
violating student rights to strike action. Blaise is either in Tiko,
Kumbo, Bamenda,, Mamfe or Lebialem seeking an Order for the
immediate release of SCNC activists detained illegally by
Administrative authority for holding what they often term illegal
meetings. In a -wake -up case that is going to open the eyes of
Cameroonians against discriminating children with disabilities,
Blaise has sued against the Head teacher of Nursery School Buea
Station for discriminating against a 4-year- child forcefully
ordered to be withdrawn by the parents.

Barrister Nico Halle |

Ntumfor Barrister Nico
Halle is an indefatigable campaigner for peace ,harmony,
tranquillity and has a canny mantle for a united North West
Province. If there is any member of Cameroon’s National Election
Observatory that supervised free, fair and transparent election
without a stain on his reputation, Ntumfor Halle, also North West
Fons Union Ambassador and Spokesperson is that one person.
Prior to Cameroon Presidential polls, this courageous fine brain
treaded where even angels could not dare. He caused ballot boxes to
be removed from Fon’s palaces including the one in the Lion’s den in
Balikumbat.
NICO
HALLE`S
PHILOSOPHY.
Traditional rulers should do politics but without infringing on
people’s rights. Reason why he condemns in strong terms traditional
rulers who take sides in politics and even compel their subjects to

murders to frighten them vote for their own candidates when subjects
have theirs.
His God fearing nature, humility and respect to all and sundry ;his
anti smear campaign, anti corruption, bad governance, human rights
abuses, condemnation of dictatorial regimes and an unquenchable
flair for the development of Cameroon and his Province of origin
puts him at odd with many a politicians who appreciate his
popularity with an increasing nervous hallucination.
EXAMPLE.
When Ntumfor Nico initiated North West Development Forum after
successfully electrifying and building a magnificent Fon’s Palace
during his tenure as a Village Development Association President, NW
Government Ministers and some political gasbags became so frightened
that they quickly hijacked this million dollar idea and adulterated
it as North West Development Partnership incorporating only CPDM
supporters and militants as members.
Kudos
to Ntumfor because NWP, Cameroon’s Political capital-birth place of
Biya`s ruling CPDM and main opposition SDF party of Fru Ndi-is now
in one piece- without tribal skirmishes and electoral violence,
thanks to Ntumfor Nico`s reconciliation prowess most especially
given that his reconciliation out of the court angered some venal
judicial and legal gurus who thought and saw an opportunity to make
money from poor North Westerners. Today, Ntumfor is Chairman of All
African Conference of Church’s transitional team and prays to God
everyday for the betterment of NW and Cameroon.

Professor Cornelius Lambi Mbifung |

Professor Cornelius Lambi Mbifung is someone to reckon with. Taking
over UB under a state of emergency and military hold up decreed by
the dictatorial grand mother, Dorothy Njeuma, hater of dialogue,
Prof. Lambi made it clear that there were no taboo issues at UB.
Dialogue, he introduced with the Student Leaders and put a full-stop
to the strike and fear that had so far characterised life in UB.
Then, the Convocation outlawed by Dorothy was reintroduced on Jan
28th 2006.
"Human body" Lambi once said "one can only digest food not bullets
and killings that Njeuma had introduced in UB” and when proper
convocation or graduation ceremony took place there was a rich
package for the Anglophone populace. A University Teaching Centre
will now be opened in Buea for the training of medical Doctors and
by 2007, Distant learning for Nursery and Primary Schools'
practicing teachers leading to a BA in Education, as obtained all
over the world especially in this era of Information Technology will
commence in the University of Buea. Cameroon Injustice Hall of Shame
says "Kudos" Prof.
At UB Convocation Ceremony : Lambi Announces Takeoff
Of Medicine Dept.
Prof. Lambi saw in the 10th Convocation ceremony, a reconciliation
tool for the university community. "This convocation clearly
demonstrates that the university community has reconciled with
itself on the one hand, and has brought widespread satisfaction and
won the acclamation of the Cameroonian public on the other hand.

crooks escape under the Hall of Shame radar, we
decided to double the incentive to (US $200). Barrister Mbi
(Solomon Chambers) is still hiding in Kumba for
some lucky photographer, (snapped!). The last I knew, the SGBC Manager & Assistant
Manager were both at the Limbe SGBC branch. As for the Chief of
Territorial Surveillance in Buea, he is a large Bayangi man and was
there in 2002 / 2003 (Governors Office building). He can be identified
by Inspector Enow Stephen Etengeneng of Buea Judicial Police. Further
helpful information on these “Shame File Fugitives” locations can be
requested by contacting me at the address below. Photos must be of
similar quality to those used in previous shame files. Good luck
with the snapping. If you can send me a photograph of any of those

Another Expatriate Dies Mysteriously in Douala Hotel
After the
mysterious discovery of the corpse of a Frenchman by name Francois
Bernard barely a few weeks ago in Hotel Le Méridien in Douala, the
corpse of another expatriate, this time of German nationality was on the
evening of Friday 5 May,2006 also discovered dead in one of the suits of
Hotel Ibis here in Douala.

There just never seems enough time or space to cover all our projects
each month, just a prioritized list that sees us slowly shuffle the
important matters to the top of the heap. Campost & the Post
office savings bank has become a priority next month, (that’s if
Post Office Bank customers haven’t burnt all the branches to the ground
in frustration at their losses). Maybe all the money fell into a Swiss
bank account?
No more excuses, we’re ready for SGBC & Societe Generale next month.
Now’s the time to either “Put up or Shut up” and as you’ve guessed we’re
going to “Put up”, so those thieving banks had better go and book some
extra time with their lawyers next month. (I only hope they leave their
guns at home this time!) Next month, The Hall of Shame Supreme Court
is back in action as we take on the tifmen stealing customer’s money
from behind the counter in SGBC Banks.
Next month we'll
also begin putting up for viewing, some simple pieces of evidence that
have been before the Fako High Court in my own pending matter. It will
show the callous theft and corruption that is spread throughout the
court, and guaranteed to scare any investor from attempting to conduct
business with such lawlessness in the Cameroon judiciary.
How Banks In Cameroon Frustrate Clients.
Until
government intervenes directly to make things better for the public, the
latter will continue to writhe in the frustration of unscrupulous "bank"
managers and their colleagues.
