I think there is a pre-existing bias going on with a lot of those reviews. They have heard others repeat that "the movie was taken from him," etc., and then they watch it with that in mind, and anytime something in the movie throws them off the slightest bit, they think it is evidence of something left out.
I am still seeing people comment on Twitter things like, "You know this movie was taken away from him, right??" They did not get the memo that the issues with the film had to do with keeping the money going during production, which is not the same thing at all as having a movie "taken away" from the director.
And when you watch DOMINO, you see that it is all of a piece, it all flows in the classic De Palma way, a Fritz Lang way of transitioning from one scene to the next, Donaggio's music obviously scored for the finished film. The plot is fairly straightforward. The ending is pure De Palma.

Name: "Geoff"Hi Sue-- we don't really know for sure yet whether or not De Palma will do any promo for DOMINO-- I know Jeremy Smith mentioned something to that effect in his Letterboxd review, but I have no idea what led him to say that.

I'm betting it's because they won't pay him to do any!
With a distribution this small they're probably planning the majority of their profit to come from VOD and streaming rights sales. It's a very under the radar release and from the sounds of it the producers can't (or won't) afford to do anything more.
