The brick wall is the wall of the Kremlin. I think that the building is the Parliament building, but I could be wrong. The story about the rock wall surmounting the Greek columns is that some Russia leader (Peter the Great?) saw ancient ruins when he toured Europe, and he became enamored of the concept of a modern capital being built on the site of an ancient city. So he came up with this fake arch so that he could make that claim.

This is a park area just off Red Square near their Tomb of the Unknown Soldier(s). There are a lot of kids wandering around on narrow paths in the garden.
