Aspiring Technology is currently distributing such a database system from 
IONOS for free to sites that have one or two users.  It is available on CD 
or by download from www.ionos.com.  The standard CSV import utilities 
should be able to load Protel library files like they do from other 
databases.       You can then easily search the resulting parametric database.
