Having some very brief experience with PADs I can only say that it is not
very intuitive for new users. Many functions are buried deep within menus
that don't seem to adhere to any Windows GUI "standards" (loosely used
definition). 

As for Protel98 to SE, IMHO, Protel98 is bug infested garbage, not fit to
take up hard drive space.
I went from PFW 2.8 pcb and Client 3.2 schematic right to SE, I didn't like
the Client pcb nor 98 as I indicated, though I did test drive both. It
wasn't until I used SE for a month steady, I was convinced it worked well. I
now use it on NT and Windows 98 without any problems.
But then again, that's just my opinion.
