"Several
months have already passed since the Chicago Summit and it offers me a moment
to review the results of the work Allied Command Transformation has had
influence over what the Summit means for NATO and for Allied Command
Transformation in the long run. The many strands of work that came out of the
Summit in May have given our Command a set of new goals and momentum towards
our transformational efforts. This is a clear call for a multifaceted and smart
approach and to enhance the ways we do our work, for the benefit of the
Alliance and all our Nations' Armed Forces. Our
Headquarters is actively bringing to fruition many of the significant decisions
taken in Chicago regarding Smart Defence (SD), Ballistic Missile Defence (BMD),
Cyber Defence (CyD), the Connected Forces Initiative
(CFI), Partnerships, Afghanistan 2014 and Beyond, and
many other important topics. While some of these areas are new, others have
been worked on for the last few years. Only together and jointly acted upon can
they bring worthwhile and long-lasting results to the Alliance. The scale and
ambitions of the Chicago Summit decisions demand from all of us a mental
agility, innovative thinking and an ability to see both details and the big
picture. It is important to reiterate that the Summit Declaration and decisions
of Heads of States and Governments taken in Chicago need to be seen
holistically, bearing in mind their interrelations and mutual influence. Taking
a holistic approach, reflecting upon the bigger picture while undertaking root
level activities, can guarantee the best overall implementation quality of
Summit decisions and guidance."

A NATO working
group is trying to solve this problem by establishing a CIMIC Reporting System
that allows information sharing by the CIMIC staff from the tactical to the
strategic level.
In current
operations, the CIMIC staffs are overwhelmed by a huge information flow. To
facilitate their work, a CECIL Working Group (see info box) has developed
practical tools. The aim is to improve CIMIC assessments and develop a smoother
information flow within the CIMIC “stove pipe” as well as a better horizontal
distribution and sharing of pertinent info with the rest of the staff.
There is a need
to improve collaboration between NATO and civilian partners in an operation.
Today, the lack of a common database for information sharing is one of the main
obstacles.
The Civil
Military Overview (CMO) is an experimental portal supported by a dedicated
Information and Knowledge Management organization, the Civil Military Fusion
Centre (CFC). Both are part of a development effort conducted by NATO Allied
Command Transformation in consultation with various civil organizations. It is
designed to improve interaction between civil and military actors. Through the
CMO, NATO and its partners are exploring innovative ways to collect and
disseminate all relevant civil and military information on Crisis Response
Operations in order to begin creating a shared sense of situational awareness
among the global community.

Allied Command
Transformation [ACT] also includes a representative at NATO
Headquarters in Brussels and at the Pentagon outside Washington, DC, an Allied
Command Transformation Staff Element who sits alongside Allied Command
Operations Headquarters, Supreme Headquarters Allied Powers Europe and a
Military Partnership Directorate shared with the other NATO Strategic Command:
Allied Command Operations.
Allied Command
Transformation [ACT] was commissioned on June 19th, 2003.
The NATO Command
Structure was reviewed most recently in June 2011, as part of a wider process
of reform and modernization, not only to optimize the structure but to include
new tasks. The two Strategic Commands were maintained, as well as the
Alliance’s level of ambition, which is the ability for the Alliance to manage
two major joint operations and six small joint operations. Following the 2011
review, Allied Command Transformation developed stronger links with NATO Centres of Excellence and the NATO Force Structure.
NORFOLK ACT
Headquarters Supreme Allied Commander Transformation is
organized into five directorates reporting to the Chief of Staff. The
directorates are Capability Development, Strategic Plans & Policy,
Resources & Management, Joint Force Trainer and the Bi-Strategic Command
Military Partnerships Directorate. There are more than one
thousand military and civilian personnel working at Allied
Command Transformation [ACT] from Allied and Partner nations, and many US
citizens too.
ACT is one of two Strategic Commands at the head of NATO’s
military command structure. The other is Allied Command Operations (ACO), which
is responsible for the planning and execution of all NATO military operations.

ACT is headed by the Supreme Allied Commander Transformation
(SACT), who exercises his responsibilities from headquarters
in Norfolk, Virginia, the United States. It is the only NATO command in
North America. It is deeply embedded in the Pentagon and the DoD of USA.

SACT is responsible to the
Military Committee for the transformation and
development of the Alliance to ensure it is capable of meeting the
challenges of today and tomorrow. The Military Committee is the senior military
authority in NATO and is under the overall political authority of the North
Atlantic Council (NAC).

ACT directs various subordinate Joint Commands and has strong
links with education and training facilities, as well as with ministries of defence.

It also has links with the NATO Force Structure (NFS) in
general, which consists of forces placed at
the Alliance’s disposal by the member countries, along with their
associated command and control structures.(1)
The NATO
Transformation Seminar presents a unique opportunity for the Secretary
General, Permanent Representatives, Chairman of the NATO Military Committee,
Military Representatives and Strategic Commanders to discuss the strategic challenges
that NATO will likely face over the near to long term.
The aim for the
conference is to facilitate a robust discussion about the range of actions that
might be taken now to safeguard the safety and security of Allies, while
working with a broad range of partners to mitigate risk throughout the
international system.
The International
Institute for Strategic Studies (IISS) is supporting Allied Command

The mere fact that there are 6 different
and distinct NATO visas for foreign soldiers personnel from Europe or other
NATO nations --via London --on their way to their NATO assignments in USA, in
reality obscures the true number of such personnel who are actually in

based or work in USA are exempt from passport and visa requirements, so a tally
of the NATO 1 thru 6 visas will not provide an accurate countable number of all
the NATO troops in USA.

have been at near constant war between and among her assorted 'Europa'
siblings, after 1945/ WW2, if it had not been for the existence of NATO? NATO
had its uses during various phases of the Cold War between USA/UK/West Germany
and the Soviets, especially when led by Georgian Stalin and then by Ukrainian
Khrushchev. But post-1992 Russia worked on being a democratic nation like her
European neighbors, despite Harvard & Israel-Russian bi-national vulture
capitalists trying to disembowel her. NATO was essentially obsolete at the time
of the Serbian Balkan regional crisis, and at this time NATO shifted to become
a major war broker and arms dealing entity. But to be fair and give some
credit, maybe NATO prevented the Europeans and their British Empire royal
cousins, from bashing and bloodying each other like gladiators in the time of
ancient Rome, which is most of their history-- since even before Pepin the
Short. I am no historian, but 1945-2017 may be the longest period ever of no
wars/immense battles between European states, ever in its history. Of course, it’s
a given, Europe since the 1960s has shared the spoils of war overseas,
alongside with USA and Israel, especially in the middle east and north Africa,
and a kind of hegemonic EU trade block with old East Europe. Yet as i said
earlier, Europeans have not been mutually slugging it out among themselves,
since the end of WW2. I do not think evolution and genetic DNA
transformations/mutations work so quickly in such a short span. Should we
acknowledge this hiatus --from internal European mayhem-- to the existence of
NATO--or is it just coincidence?"
Arty: Fear of annihilation by Nukes, i guess.
Oliver: Perhaps the
answer really is so simple. "Fear of annihilation by Nukes". However,
now that Greece and Portugal and Spain and even Italy, are inferior economic
entities compared to more developed economies, growth per year wise, these
countries have less and less to smile about being in the EU, and ironically
their commitment to NATO is expected to remain adamant and strong. USA with or
without Trump cannot afford to fund NATO any longer for a continental and
global army that has everything to do with European defense policy and nothing
with American or Canadian or Mexican defense policies. Americans have few
factories any longer, many have been lost to globalization and outsourcing
overseas and powerful shipping networks on the seas. American human bodies are
at a low volume now-- for its own army -- they have been bled pretty dry due to
constant warfare status since George Bush Sr. invaded Iraq in the first Gulf
War, 27 years ago. China virtually owns the US dollar, from buying up most of
the Treasury bonds (T-bills) thereby loaning US Pentagon money to continue its
global military empire. All the giant waves of partially or unemployed Americans
are --through their immense personal losses-- footing the bill for the
Department of Defense, for the war and weapons contractors, for the western
global arms manufacturers, and on top of it all, also for the behemoth US debts
incurred from funding NATO. How does a one-size-fits-all, nuke explanation
qualify as the main cause for a war free Europe since 1945? Especially, given
in addition that Israel, India, Pakistan, South Africa and China have nukes
too? Has this made these non-EU nations less likely to push their weight
around? More peaceful? When US taxpayers can no longer carry NATO, and it
disbands, Germany will for certain with its financial might get their own hefty
private supply of nukes. This will compel France to enlarge their provisions,
and Italy will have to do likewise, just in case. Without NATO, each nation
will have the right to do as it pleases, despite UN accords, just like Israel
has done its entire history. Belgium, Germany, Italy, the Netherlands, South
Korea & Japan and Turkey are on a nuke share system with US. What if the
economic and political and cultural values of Europe and USA ever want to diverge?
Each of these 'share' nations will want their own nukes. It might calm their
nerves quite soon to know that Trump and Netanyahu do not hold the launch
buttons of their nukes any longer in their hands, and sigh relief when such
power has been put back into the hands of their own leaders. What about other
classified top secret weapons, perhaps already in some arsenals and not known
to the public. Like HAARP technologies and weapons, perhaps they exist already
and are secretly ready to use. Does the world agree that USA is the sanest
nation --which despite its submission to the AIPAC lobby-- a foreign government
interfering in US internal matters, should this compromised and unreliable USA
continue being the brain central control of the global nuclear chessboard, i.e.
the most rational group-mind on the planet? Has the UN been a good example of
fairness and following through on accords and agreements and sanctions? Why no
sanctions against Israel, over apartheid, like was done with South Africa long
ago? These are just a few factors that make it murky to say how European
nations will comport themselves in the near future. Time will very soon tell us
what is coming and how much fear of Soviets kept Europe out of post-1945
internal wars, like never before in her history. Fear of Muslim terrorists is
certainly not working nearly as well for social engineering as western paranoia
over the Bolshevik Red Menace which had been perpetrated ad infinitum. Muslims
cannot be pigeon holed so neatly, as is proven every day, not as "neatly" as a 'commie (Russian hacker or agent) under
