Send appeals to the Prime Minister and Deputy Prime Minister for all cases, and to the relevant security force authorities according to the specific case

Appeals for persons known to be held by the Royal Nepal Army or by the Nepal Police should be sent to the appropriate authorities. In cases where it is not clear which force is holding a person, appeals should be sent to both.
