As he is happy to remind anyone, Vegeta is the last living prince of the Sayian race. For a long time after his home planet was destroyed by his boss, Frieza, Vegeta believed that he was the strongest Sayian alive and that he would become the first Super Sayian in a thousand years and defeat Friza. All that changed when Vegeta met the Earth-raised Sayian Goku. First, Goku defeated Vegeta in battle, the Goku, not Vegeta, became a Super Sayian and defeated Frieza.
Soon after Frieza's defeat, Vegeta moved in with the Breif family on Earth and trained vigerously for years, deturmined to become stronger than Goku. He eventually did become a Super Sayian, even managed to reach Super Sayian level 2, but Goku was always one step ahead of him. No matter how hard Vegeta tried, he could never match Goku's power.
At the beginning of DBZ, Vegeta was pure evil, cold and ruthless. He later fell in love with Bulma and had two children with her, Trunks and Bra. Vegeta's love for his family mealted the ice that was his heart and he became a more caring person. He still has a mean attitude, though.
