Currently, Heather can provide quick access to Asfaloth for an Elf deck, or a Bill the Pony for Frodo to ride, although at some cost. Her true strength, however, will be after the Two Towers set comes out, when the ability to quickly match Rohan Riders with their mounts will be extremely powerful.
