Clay Street Neighborhood Annapolis Between 1885 and 1930, the neighborhood along Clay Street between Calvert and Ridout Streets in Annapolis' Fourth Ward shifted from one of scattered "negro tenements" and coal yards to a community of over 200 houses and some 30 stores. Most African Americans in the area owned their own homes, and many owned and operated businesses in the neighborhood.
