A cool-talking lawyer named Dean (Will Smith) finds himself on the run as he is framed for a murder and must find out who is trying to pass a new law. Then, he finds out that an unknown agency is secretly following his every move with a ultra-powerful high-tech satellite that can find him anywhere, anytime and any place. He doesn't have any idea why the shady agency lead by Reynolds (Jon Voight) is chasing him, but they do know that he has something that they want. An ex-CIA agent named Brill (Gene Hackman) may be his only hope.
