According to Skip Williams, this is the man who owned the cannabis in the plane Skip Williams was sentenced for. Mr. Hagen is reportedly the man who put the cannabis in the plane Skip Williams was flying. Mr. Hagen is the guilty man who was written off by the Citris County authorities because "he's got a history and we'll catch him next time." Mr. Hagen was not in partnership with Skip Williams and did not confide in him about the cannabis being onboard at anytime. Mr. Hagen did not try to implicate Skip Williams, but he has never made a statement that would give Skip back his life.
