DOC MONEY RULE
6-13-2001: This memo was put up within the last 24 hours.......
DC2-303 INMATE TRUST FUND DEPOSIT FORM
ON APRIL 20, THE FINANCE AND ACCOUNTING/INMATE BANK SECTION BEGAN USING AN ADVANCED RECEIPT-PROCESSING MACHINE TO PROCESS MONEY ORDERS SENT FOR THE PERSONAL USE OF INMATES. THE FUNCTION OF THE MACHINE IS TO REDUCE PROCESSING TIME TO DEPOSIT MONEY ORDERS SO THAT FUNDS WILL BE AVAILABLE SOONER.
IN ORDER FOR THE MACHINE TO PROCESS MONEY ORDERS EFFICIENTLY, IT WAS NECESSARY TO CHANGE THE SIZE OF THE DC2-303 DEPOSIT FORM AND THE TYPE OF INK USED ON THE FORM. THESE CHANGES ALSO MEAN THAT THE FORM CAN NO LONGER BY DOWNLOADED FROM THE D.C. WEBSITE AND SHOULD NOT BE PHOTOCOPIED. PHOTOCOPIED FORMS OR OLDER VERSIONS OF THE FORM WILL DELAY DEPOSITING OF FUNDS TO YOUR ACCOUNT SINCE THE MACHINE CANNOT PROCESS THEM AND THEY WILL HAVE TO BE PROCESSED MANUALLY.
DISTRIBUTION OF THE NEW FORM
1) AN INITIAL OF 100,000 FORMS HAS BEEN PRINTED. 15,000 FORMS WERE ALREADY SENT TO THE INMATE BANK IN TALLAHASSEE TO ANSWER REQUESTS FOR THE FORM VIA E-MAIL, TOLL FREE LINE AND MAIL REQUEST.
2) THE REMAINING 85,000 FORMS WILL BE DISTRIBUTED TO THE RECEPTION CENTERS BY JUNE 15TH
3) A SECOND MILLION FORMS IS ON ORDER. UPON RECEIPT, THESE FORMS WILL BE DISTRIBUTED TO THE REMAINDER OF THE INSTITUTIONS AND WORK RELEASE CENTERS
4) THESE FORMS WILL BE AVAILABLE IN CANTEENS, LIBRARIES AND VISITING PARKS FOR YOU TO SEND TO FAMILY MEMBERS AND FRIENDS
5) FAMILY AND FRIENDS MAY ALSO REQUEST THE FORM BY CALLING THE TOLL FREE NUMBER 1-866-209-7250 OR VIA E-MAIL (CENTRAL.ACCOUNTING@MAIL.DC.STATE.FL.US)
The forms were NOT in the visiting park on June 10, 2001. The DOC website shows these changes... but guess what? The change went into effect on April 20... the website was updated May 22.
Why does the DOC make it so hard on the families? What purpose does it serve?
FAMILY RESPONSE TO NEW DOC MONEY RULE
According to the St. Petersburg Times, published June 16, 2001 .... "The Republican governor vetoed $290-million in the state budget that lawmakers passed this spring, including more than $25- million for projects in two counties -- Manatee and Sarasota -- represented by Senate President John McKay..."
After reading the article which contained the above statement.... THINK ABOUT THE MEMO COPIED BELOW AND HOW MUCH MONEY IT WILL COST FLORIDA ...
The memo was sent to me by my son, who is an inmate in Florida's Prison System.... The memo was posted at the prison between 10 June and 13 June 2001.
It is my opinion that the changes noted in this memo will cost the State of Florida untold amounts of money which will help NO ONE but the companies that make the machine and the special paper.....
AND maybe, Jeb Bush!!!
Florida already forces the families of inmates to pay exorbitant charges for calls from our loved ones (sometimes as high as 65 cents per minute) and I feel that this latest change is just another form of harassment.
We WERE able to send funds directly to our loved ones in the form of money orders.... THEN, all monies had to be sent to a Central Service Center and a special form was to be used.
O K..... a little extra hassle, but we made do with it. The form could be downloaded from the internet and copied. No extra time was involved. NOW, this new form has to be ORDERED, cannot be copied... you must ask for a new form each time you want to send money to an inmate.
THEN YOU WAIT FOR IT TO BE MAILED TO YOU. WHY????
WHO is paying the expense? Taxpayers are!!
It is MY RIGHT to send money to my son if I choose to do so. I am not asking anyone to do anything for my son. All I am asking is that the State of Florida NOT interfere with my rights. We are NOT allowed to send books, bibles, clothes, food, ..... nothing but money and stamps. NOW, they are taking that away from us.
They limit the number of stamps we can send..... if an inmate has more than 20 stamps at any given time, they can receive a DR and face possible confinement as punishment.
On top of that... I visited my son on 10 June 2001. No mention was made about this change, but, there was a memo about doing a bio scan of your right hand. MORE expensive machinery that they can do without.
It is just another way to get money from the taxpayer AND to harass both the inmates AND their families.

The use of the freedom of information Act [FOIA ] is invaluable for getting otherwise forbidden information, including the histories of the unprofessional guards. The Florida Constitution says in Article 1, Section 24 (a) [Access to public records and meeting}--
"Every person has the right to inspect or copy any public record made or received in connection with the official business of any public body, officer, or employee with respect to records exempted pursuant to this section or specifically made confidential by this Constitution." Please use this tool freely. It gives you power to Make Walls Transparent!
