   Responsible for web page design, totaling the scores, for collecting the weekly lineups, keeping track of the rosters and player transactions, and weekly standings ONLY.  The Secretary will do this primarily using Fantasy Football League Manager by Mike Hall (www.fflm.com).

   Responsible for the ordering and the presentation of the PMFFL Superbowl and Toiletbowl trophies.

 

The Owner:

   Responsible for coming up with a team name representing a city or state in North America and a nickname not used by a current NFL franchise.  Owners must provide to the Secretary their address and phone number.  Owners must keep track of their own team, including watching for injures.  (The officers will not watch over any team).  An owner can only own one team in each conference.

 

PMFFL Dues:

   Yearly dues are required to be paid by each team of the PMFFL ($45.00).  The dues must be received before a team will be allowed to participate in the draft.

 

The League:

   The Penn-Mar Fantasy Football League is divided into two conferences (NFC and AFC) of 8 teams (16 team’s total).  Each conference has two divisions (East division, 4 teams, and West division, 4 teams).  Each year all teams shall establish their division placement thru a drawing.  Each conference will draft from it’s own list of players.  This means that a NFL player may be drafted in both NFC and the AFC.

 

Draft:

   The draft will be held at the Treasure’s house on the last Sunday of August.  The draft start time will be 12:00pm.  All owners must participate or have a representative at the draft.  The draft order shall be:

 

  AFC:

   The league members will start the draft from the previous year worst record to the best record, with the exception of the previous year Superbowl finishing places of 1st, 2nd, 3rd and 4th.  Their draft positions shall be as follows: 1st and 2nd = 8th pick, 3rd and 4th = 7th pick.  The draft order will be 1-8 the first round 2-8-1 the second round 3-8-2 and so on.  This ensures every owner of receiving at least one overall first draft pick.  In the event that new owners join the league, they will have draft pick priority.  New owners will draw numbers for draft position.

 

  NFC:

   There will be three (3) rounds to draft keeper picks, once the keeper picks are done the full draft will start.  There will be twelve (12) rounds to draft players.  The time limit for each owner to draft a player will be 2:00 minutes.  Failure to select in that 2 minutes will result in a forfeit of the pick to be made up at the end of round 12.  Owners should draft players from the following categories: Quarterbacks, Running Backs, Wide Receivers/Tight Ends, Place Kickers, Defensive teams and/or Developmental players (Rookies). 

 

  Keeper Picks:

   Each owner will only be allowed to keep up to three (3) players for the following years’ draft (keeper picks).  You must notify the Commissioner by August 1st who you are keeping from your last years ending roster.  (Limit 2 years).  All keeper picks are final after the deadline expires, no exceptions!   In the event that an owner does not return the following year and a new owner does not want the team, all the players on that team will be placed back on to the free agents list.

 

Rosters:

   The active roster consists of a maximum of 15 players, 8 starters and 7 on the bench.  This roster will include two (2) Quarterbacks, three (3) Running Backs, four (4) Wide Receivers/Tight Ends, two (2) Kickers, two (2) Defensive teams and optional (2) Developmental players (Rookies).  Each team must start one (1) Quarterback, two (2) Running Backs, three (3) Wide Receivers/Tight Ends, one (1) Kicker, and one (1) Defensive team. 

 

Developmental Players:

   All developmental players will be held on their respective team roster as inactive players, (not to effect their teams salary cap).  Once a developmental player is activated, the developmental player receives a salary and will affect that teams salary cap.  A player in an active roster spot must be dropped so that the new player can be placed into an active roster spot.  When a developmental player has been activated, that player cannot be return to that teams developmental roster. 

 

Injured Reserve:

   One player can be put on injured reserve (not to effect their teams salary cap) during the season provided that they are listed on their NFL team’s injury report.  Weekly injuries report will be taken from the Friday USA TODAY NFL injury report.  In the event of a Thursday night game, the injuries report from the Thursday USA TODAY NFL injury report will be used.  A player is considered injured if he is listed as Questionable, Doubtful, or Out in the injury report.  The deadline to place a player onto injured reserve is 5:00 pm on Thursday for a Thursday game or 5:00pm on Friday for a Sunday game.  After Fridays deadline a player on injured reserve may not be changed before Sundays games unless that player is on the Sunday Morning USA TODAY NFL injury report as Doubtful or Out and not on the Friday’s USA TODAY NFL injury report.  If the original player does indeed play, that team will be forced to take the score from the original player and the transaction will be null and void.  In addition if a team has a player that was turned in on Sunday to play in Monday nights’ game were listed on the Monday USA TODAY NFL injury report as Doubtful or Out and not on the Friday’s USA TODAY NFL injury report, the owner may then place that player on IR if available, in exchange for a player from the Monday night game only.  If the original player does indeed play, that team will be forced to take the score from the original player and the transaction will be null and void.  The Monday night game injured reserve change must be made prior to 7:00pm Monday night.  All injured reserve changes are done based on the transaction rules.  No player can ever begin a season on injured reserve.  

There are many sources to use to gather information about NFL player injuries.  Per this league the ONLY source used shall be the USA TODAY NFL INJURY REPORT from either the newspaper or internet!

 

Transactions:

   During the season, owners can trade players amongst themselves or acquire free agent players (not on any team’s roster).  Free Agents will be acquired every week from Tuesday 8:00am through Friday 5:00pm only.  Each week owners will submit to the Secretary a CONFIDENTIAL list of pickups/drops that they wish to make in order of preference.  Free agents will be awarded one at a time in rounds starting with the team with the fewest points scored for the season and so on.  In the event of a Thursday game(s) all teams choosing to acquire a free agent player(s) that would be playing on the Thursday game(s) must provide their choice(s) for those players by Wednesday at 5:00pm.  Two hours prior to the start of the Thursday game(s) the Thursday players will be awarded to the requesting teams based on the awarding rules.  Once the Thursday games have commenced all players that played in the Thursday games shall not be available for free agent acquisition until the start of the next week transactions.  The Secretary will notify all owners of their finalized teams.  The Secretary must be notified of any trades or transactions.  The Commissioner will make the final approval for all trades and transactions.  When a player is dropped from a team, he must be listed on the free agents list for the following week before another owner can acquire him.

 

Trade Deadline:

  No trading amongst teams will be allowed after the trade deadline has passed.  The trade deadline will go into affect after the completion of the 8th week of the season. 

   

Weekly Line-ups:

   Each week all starting line-ups are to be submitted to the Secretary and/or Commissioner and/or the Treasurer by 12:30pm on the Sunday before the contest.  In the event of a Thursday game(s), any players for which an owner would like to start as part of that owner’s Sunday line-up must be submitted 1 hour prior to start of the Thursday game(s).   No team line-up changes can be made after the submittal times have expired.  Teams are then final for the week.  If no changes are made to the starting line-up or if the changes are not submitted by the deadline, then the team’s starting line-up will default to the same line-up as the previous week, except for Thursday game(s) where a owner must submit the player(s) he or she intends on playing prior to the Thursday game deadline.  If an owner intends to submit a player for a Thursday game(s) and he or she does not do so prior to the deadline he or she will not get credit towards their weekly score for that player.

 

Schedule:

   The Secretary prepares the season and playoff schedules.  The regular season will consist of a 14 game schedule.  Following the regular season, the division winners and wildcard teams will advance to the playoffs. The Championship game winners shall advance to the league Superbowl.  The Championship game losers shall play each other for 3rd and 4th place.  The four division winners shall receive an automatic birth to the playoffs.  The final four playoff spots (Wildcard teams) shall be determined by the next best win/lose records from any division.

 

  If a tie exists the tie shall be broken by the following: 

  1. Comparing the team’s total points scored during regular season.
  2. Comparing the team’s total points scored against during regular season.
  3. Comparing the teams’ regular season division records.

   The Superbowl playoff seeding will be as follows:  1 vs. 4 and 2 vs. 3.  The There will also be a Toiletbowl playoff for all owners that did not make the regular playoffs.  The Toiletbowl playoff seeding will be as follows:  5 vs. 8 and 6 vs. 7.  The Superbowl and Toiletbowl playoffs are conducted in conjunction with the last three regular season NFL games (weeks 15, 16 and 17).  For a layout of the playoffs see the PMFFL playoff brackets sheets.

   The Secretary will keep track of team scores and other information using the “Fantasy Football League Manager” by Mike Hall (www.fflm.com).  The weekly standings, scores and other important information will be available to each owner on the PMFFL web site at (www.angelfire.com/fl5/pmffl/index.htm).  For those persons without web access the weekly sheets will be available for pickup after 7pm on Tuesday at the following locations, John’s house and Jeff’s house.  E-mails and Faxes are also acceptable delivery solutions.  All scores are based on the National Football League Stats, NO EXCEPTIONS.   The stats can be obtained by contacting the NFL online at (www.nfl.com).

 

   All regular season ties will be broken by:

 

1.        Comparing the two team’s back-up (non-starting) place kickers.

2.        Comparing the two team’s back-up (non-starting) quarterbacks.

 

If this method still results in a tie, the game will be recorded as a tie.

 

   Post-season ties will be broken by:

  

1.        Comparing the two team’s back-up (non-starting) place kickers.

2.        Comparing the two team’s back-up (non-starting) quarterbacks.

3.        Comparing the two team’s total points scored during regular season.

4.        Comparing the two team’s total points scored against during regular season.

5.        Comparing the two team’s regular season division records.

 

Salary system (salary cap):

   The far-left column of the player statistics section shows a number representing that player’s salary for the year.  All active rookies and non-listed players enter the draft at the league average salary, which is listed at the bottom of each statistic page by position.  Each team’s salary cap will be $19.25. The salary cap is based on an average of  $1.75 for every active player on a team’s roster.  Players on injured reserve, developmental and defensive teams do not affect the salary cap.

   On draft day, all owners must pay attention to the salary cap.  Each owner will start with $19.25.  The amount will then be deducted as each player is added to his or her respective teams.  Before the start of the official season all Owners must have their team salary below the required salary cap.  The salary cap carries over into the regular season’s trades and transactions as well! No team may ever be allowed to exceed the imposed salary cap during the regular season.

 

Prize fund:

   The entry fee to play in the PMFFL will be $45.00. Each owner has a chance to win $10.00 every week for scoring the highest score for the week in the regular season.  The other monies will be awarded based upon what’s described below.

 

·         1ST   $225.00 and Mini Helmet (Superbowl winner)

·         2nd   $90.00

·         3rd   $60.00

·         4th   $50.00

·         Toiletbowl winner…$45.00 and Trophy

·         $10.00 per week high score X 14 weeks = $140.00

·         $65.00 goes towards the statistics program.

·         All monies are based on 16 players.

·         All monies are paid out at the league-ending meeting.

 

Rule Changes and Discrepancies:

  Any rule changes or discrepancies during the season must be submitted to the commissioner, who will contact all owners for a vote. A change will only be carried out if 2/3rd of the owners vote for the change.
