Complex language, including words and phrases that express accurate observation and verification, is the specie-defining anthropological modality of human beings worldwide, that allows them to make judgements and verify realities more complex than creatures of lesser language ability.

Today, a residual and habitual misuse of language, is causing a threat to the entire world. That is because the language, the word involved, concerns a process of ethical importance among human beings. The word that is being misused in too many places is government.

To mean what it means, government must have arisen and reliably reenact a population-wide consensual and collectively arrived at contract and process. Government cannot fully or truly exist where it has never selected or included a broad and respresentative enough sample of the whole population to have given consensus to its contract, and the ongoing freely chosen enactment its total process.

A pregovernmental regime may have some government-like aspects, but until it achieves a clearly inclusive consensus, many in the world will not look upon it as true government, especially those whose peers were excluded from important aspects of its design, and those who truly care about those excluded, because of common and mutual bonds of humanity.

Because at least half of the world's human population is female, and because much, perhaps most of the male population deeply respects the human right to political presence and representation as a right that belongs to females as much as does men, and because many people of both genders regard the balance of gender to be a humanity-defining, humanity preserving characteristic of consensual societal life everywhere in the world, many people believe that most women and men alive today, when given the opportunity to sign the social contract of government with literate understanding of what the word means, would never sign, unless there was an ongoing and inbuilt guarantee that not one, but both genders would be present in government office in a reasonable approximation to their universal and humanity defining presence in the human population, and with similar measurable attentiveness and sensitivity to balance among races and ethnicities as well. This presence must be something reasonably close to the same 50-50 ratio that gives them full presence in citizenship at birth, and is their natural chance of being male or female. The at least 75%-balanced (a 37.5-37.5 minimum ratio of offices) definition of true government achieves this.

That is because most fully literate people today believe that gender cooperation, especially in the act of decision-making, is essential for human life, collecive social endeavor, planning, funding and security, especially over the spans of decades, centuries and the ongoing and ever arriving future. Because of this, many countries today have gender representation and balance provisions in their Constitutions and laws of government operation and election. Some even require ranges of 40% or above, some 50-50. Gender balance in office is part of the social contract of government, and a human, and collective right, in relation to government.

Support of this approach can be found among citizens everywhere, so that there is considerable literature and meaningful language among people around the world that shows this to be a perceived definitional necessity when it comes to the word "government". To all those who agree with this, and their are very many, regimes that do not have such provisions are actually pre-governments, Indeed, often the terms of their founding documents and political systems were drawn up very long ago, when few members of the population concerned were literate enough to read and choose to sign the founding documents or not, and to understand the protests of those forcibly disincluded (women, and some men based on property status, often linked to race or ethnicity, or sense of fairness) who were even that long ago, literate enough to know that they were being inhumanly, unfairly, forcibly, dominated and immorally excluded. But these protesters were not then yet literate and present in such number, and in such recorded global array, as to impact the modes of operation of the so inhumanly founded and residually functioning pre-government inherited from times of insufficient widespread world literacy. Until now.

The words "govern" and "self-govern" are human languaging. They mean more than to simply rule, aggressively control, bully or dominate, or even to presume or pretend to speak for others that are regularly either intentionally or defacto excluded or repelled by the moral catch-22s, often of funding, of an inadequately conceived, monogender defined political system. The willingness of people to "make-do" in a system designed without them does NOT imply consensual agreement to such aspects of the system itself.

The most extreme version of a humanly meaningless political system is is of course, abolute monarchy - the rule of all by one. There was a once long ago time when many people, without literacy and shared communication amongst them, declared allegiance to absolute monarchs. They believed this was government, just as they believed the earth was flat. Yet, for some time now, the very undivine insanity and inhumanity of absolute power has been accurately perceived, and it has been rejected as a form of human government, that is a government that respects humanity as humanity, or human rights. Especially once many people could read and write, or find some way to record words and language that reflected on the political system, absolute monarchy was again and again found to be unable to sustain itself publically as a lastingly recognizable and true human government.

The same underlying process has lead the now many literate, in many and all countries, to determine that official decision-making absolutely or repeatedly ruled by one gender is not fully human or fully government, either. It is also becoming increasingly clear to many men, as much as women, that gender domination entrenches regional and global racial exploitation, and ethnic tension, distrust and fear of terror, or the garrison state mentality needed to guard against terror. And now, in a cynical and violent beginning to the 21st century, it is becoming abundantly clear to many that political decisions made and systems designed by mostly one gender just won't work anymore, and have become collectively inviting of violence, and dangerous. for the entire world.

The time for a reality check on what we, the literate and/or aware of the world, are willing to call "government", has arrived.

2. Where to Find True Government - Where the Definition of Government has been Humanly Met

Gender balance in office is easy to achieve because where there's any human awareness, there's always a will, and where there's a will, there's always, a way; and now it's clear, a very feasible, already common way. Many early Christian Churches were gender balanced in leadership, as were a number of Celtic and Nordic decision-makers. Thomas More called for gender balance in the decisions of his mythical Utopia centuries ago, and the Minoan civilization (believed by many to be the prototype of the lost but spiritually returning Atlantis) thrived under it as a system of true government centuries before. But these early examples were fleeting because literacy and interactive communication was not globally widespread enough to record and transmit the mechanisms and possibilities of such true government.

Today, many countries in Europe, all the Nordic countries, as well as many jurisdictional regions of mainland Western European countries, and many state or regional jurisdictions elsewhere around the world from China to the US to India to Canada to South Africa to Costa Rica to Australia and New Zealand, have had or exceeded the acceptable level of balance, i.e. about 37.5% official seats for each gender, or, thus, a 75%-balanced level of representation of the population of both genders. Some jurisdictions have now enjoyed these levels for decades, and most have codified them into law.

A now very long list of countries have had both female and male executives who have explicity sought 50-50 gender balance throughout their appointed officialdoms. Some places on all continents are at, almost at or exceed the 75%-balanced level. The city governments of France are now at 50-50 official gender-parite (even though the national election for the Assemblee National reneged on the commitment to the parite, thus to the spirit of law itself). The entire national Congressional delegation of the US state of California is officially gender-equipresent, as well as a few US Senatorial delegations (but nowhere enough yet to bring forth the conflict resolving healing of the domination ethic regarding race also apparent in that monogenderment body). Somewhat greater balance exists in regional and provincial government in Canada. China, and India. Many, many city areas and political parties and organizations of Europe, South, Central and North America, Africa, Asia and jurisdictions of these continents and many countries are as well.

Scores of thousands of university and college governing boards, major philanthropic organizations, and student governments are gender balanced. Even your school proms have elected "kings" and "queens", not just one or the other. Many extended family and tribal systems are gender balanced in decision-making leadership. They only reason you might not have realized all this is that too often monogender controlled news media has ignored reporting on this as a worldwide and official and human social phenomenon, which it has, bit by bit, place by place, and then, more quickly nearly everywhere on earth, become, in a way that, today, can be read about and written about by millions around the world on websites like this one.

The Internatinal Parliamentary Union is the sister to the well-known "UN". The Interparliamentary Union's international Gender Partnership Group has lead the way toward international and global standards that fill true citizenship.  These people, too, are true government. Yet, far to few of the suffering people of our world have yet heard of this beacon of truth.

Yet the potential of all these true governments to serve the world and the societies has been too long diluted by self-delusional national and international/global linguistic tolerance for local, state, national and international regimes that call themselves government but are not yet fully human enough to be called representing and governing as opposed to dominating via forceful exclusion and/or repellent and monogender-designed practice. Gender domination, with less than 37.5% presence of either gender, or, thus, an excess of 62.5% of one gender, also leads to racial and economic, majority-minority domination/submission as well, and, over time, saps the creative potential of the entire population of humanity, corrupting humanity into pockets of domination/victimhood that betrays the human character as well as sustainable physical well-being.

But, most high literacy mostly-monogenderment ruled countries can and will regard themselves as truly governmentally gender-balanced overnight. They need only publically recognizee as nascent but very real true government the many true governmental bodies and officials in their midst. College deans and professors, teachers and social workers, nurses and women doctors, philanthropic and ngo (now hereby called tgo - true governmental organization) coordinators, and literate, now computer literate grandmothers, aunts, sisters and mothers, are now widely understood to be more ethically and public service-competent and caring decision-makers than many of the excessive more than half of too-long almost all male, money-purchased excess career politicians who have, in a very ungentelmanly way, have held on too long to titular, pretentious leadership> these have for far too long presider over or tolerated the very visible lack of human balance in their daily functioning. These many should have already, and still can follow the lead of men like Oscar Arias Sanchez of Costa Rica, Michael Moore and Ron Dellums of the United States, Lionel Jospin of France, and Anders Johnnson of Sweden, who have lead a path to public insistence by MEN and their organizations, such as nomas, white ribbon and europrofem, that political parties and official regimes achieve gender balance if they are to attract any further within-nation or world-wide lasting citizen confidence.

True government is spread upon the earth. It is only up to us all to accurately perceive and recognize it, and distinguish it from systems of domination that have not yet transformed themselves into true government, so to bring the whole humanity forward in willing tranformatiion into its whollest and most human decision-making. The 75%-balanced gender balanced conditions, with at least 37.5% of seats held by each gender, is the first defining condition of human true government, and necessary for the use of the word.

3. On Related Words: PreSelection vs. Election, True Voting vs. Voiding, Taxation vs. Extortion, True Citizen vs. Second Class Citizen, UN=UUMM or UP

And why should real humans pervert language to call it a "voting" anywhere if candidates choice allows a mostly-male, money corrupted selection, not a humanly-balanced election? We cannot call these actions votes. We can should, instead perceive them as and call them "voids", because they void the importance of human balance and representation necessary for the group process that is true government.

Once gender-voiding is pretended to be a real election, as it was in recent controversial low turnout "selections" in France (the French national elections corrupted and ignored their own gender parite law) and the US (the majority of women's, and men's, votes disqualified by mostly-monogender political-bachelor parties that chose fraud and the antiquated electoral college over modern human rights), it is usually accompanied by intensified racial and/or economic voiding of representation as well. So people in such scenarios are said to by cynical about government. It is more accurate to say they know they have been asked to participate in a scheme that is not government, not true government at all. Those who, without public objection and insistence on overdue and immediate change, continue to "vote" for gender-imbalanced tickets or the parties that produce them are like lemmings willingly going over a cliff - further voiding their own and their planet's good future with each ungenderbalanced ticket.

Instead, use language well, and call it a bachelor party but not a "political party", until it reaches the 50-50 gender balance of candidates achieved in many countries, (but not enough in yours, your neighbors or your email recipients, perhaps?). Don't pretend that you or anyone can "vote" for or give true governmental authority, by your words, to those who do not exhibit in their party's collective candidate offerings and office-holding, the ratio of gender parity and presence that sustains human life on earth. The system underylying these schemes results in obvious rules of unfairness, so that more and more people do not feel they trust the campaign funding mechanisms, the truth of the political debates, and ultimately, now, even the tallies. When one gender pretends to represent two, the whole system eventually turns on itself, on races, on volunteers and authorities, and all associated with it become distrusted.

The famous phrase "No Taxation without representation" languages the understanding that government is not true or real without meeting a social contract; legitimate taxation without adequate representation is a contradiction in terms. "Taxation" without representation is no where more obvious and large scale than when it comes to gender, and the failure to reflect both gender's work and priorities in budgets and national productivity formulas and estimations that take into account quality of life and fully human values. So, remind your and neighbor country's "tax" accountants and collectors (many of whom are now female in most countries) that such "taxes" are, in fact, extortions, and used for misappropriations. Begin to call the payments extortions by gender, "hexes" or "gender vexes", not legitimate "taxes", if the jurisdiction does not meet the 3/4-balanced representative standard, of 37.5% males and 37.5% females in office. Stop using the word "tax" at all to describe these extortions - it sounds too legitimate, and it is the essence of freedom to know and express the no longer very revolutionary notion that their can be no true taxation without real representation and true government.

The most important principle is to use your spoken and written language, the hallmark of your self-and-other respecting humanity, accurately, selectively and wisely. Above all, in your writing and speaking, stop respectfully (or cynically) "legitimizing" their unnecessarily and residually unbalanced monogenderments anywhere in the world by calling them "governments", if they do not reach the 75% passing grade on gender presence in office reflective of gender representation.

Call them failing "monogenderments" and "mostly monogenderments" "regimes" and "officialdoms", and nothing more. For example, yes, that means you, wherever you live, can call it the British officialdom instead of the British government. (The K stands for the royal line of Kings, itself a word of profound gender irony about the mostly-male self-delusionment currently called Parliament, their relation to an symbolic absolute mascot Queen, still daily allowing herself to be distinguished in Highness of Outmoded Enabling instead of true human citizenship fit for the people of her times. such that you can hear that "dom" and "mum" are both sound-alikes for "dumb" - a word which means both insufficient perrception and suppressed speech. It would be delightful if the Queen would use her public presence for that which is most worthwhile for the human race; she is advised to read up on the work of gender balance leaders Sonia Gandhi, Sylvianne Agacinski and ask herself who the women, and women-loving men of the of the world will currently find more honorable looking back on this period.

Likewise, call it the officialdom, as opposed to the government, of Greece, Mexico, the US, Japan, Spain, France, etc. etc, and the very and too long list of many other "mostly monogenderments" and stop calling any of them governments until they achieve the human group reality-testing about government that the Nordics, French Parite Law, and many states, regions, parties, and organizations did beginning decades ago. And, remember, there are more citizens of the Internet than the populations of most countries, no matter their names, and the human presence on the Interent is now gender-balanced. The Internet offers many forums (town meetings) and sites where true government exists, and is an ideal place to call into question the futures of computer corporations that are licensed to operate by mostly-monogenderments, and need just as much to provided evidence of gender balance in their governing boards and policy decision-making, if their products are to remain popular with all users.

The United Nations cannot be a truly united world organization until it brings together and unites the genders. Today, it is s disunited or pseudo-united world unssuccess story.  Only with both a female and male equal ambassador/delegates of every country in the world can it fulfill on its whole humanitarian purpose, and become the United People of a shared world. Today, it is merely the UUMM,  the Unsuccessful Unbalanced Mostly-Monogenderment, and it endangers everyone with threat of terror and world destruction of many sorts. Only when, by our use of the True Word about it, can it, with the help of the IPU (Interparliamentary Union, see above) and all people everywhere, bring and sustain world peace.

4. Hearing, Reading the True North and GlobalGuiding Leadership of the True Word

Nordic men and women can overcome the Nordic shyness, humbleness and taciturnity long enough to recognize a world gender and government crisis that needs their active involvement using rapid telecommunication. Nordics must offer themselves as examples, as the first, peace-cultured, official national true governments in the world, who are becoming tired of watching the follies of other countries ruin their and all hopes for a world peace-culture and sense of a sustainable future. It is certainly time for the Nordics, men and women, to begin making gender-balanced Viking voyages of telecommunication to assist the whole world (instead of just regional hot spots) to wake up to the importance of a standard of numerical balance of gender in official decision-making. Because in so many places, from the especially the often socially isolationist but US to China and everywhere in between, monogenderment and corporate monogenderment media have been actively hiding this information from the public.

The Scandinavians, and their counterparts in other recently more gender-balanced regions like the new South Africa, India and Costa Rica, have been sending in-person peace-makers all over the world, but to little avail in regions or among diplomatic circles and their homelands where gender-imbalance is legitimized. This physical emmissary approach is stretched thin, and insufficient to the task. The Oslo accords are failing and the UUMM continues to be unable to prevent terrible regional violence in many places, because there has been not yet enough sufficient official and citizen outreach communication, especially on the interent, to citizens in the US and Canada, (which the Vikings were the first Europeans to discover), and in world interent discussion forums, about the necessity of official gender balance and true government for their to be sustainable peace anywhere, as a human generality, and not just for troubled or selected regions, but as a human standard.

It is time that Nordics become smart -- massively telecommunicating their numerical gender standards to the millions in all countries, and peace will break out all over. Scores of thousands of Nordic and other world gender equality-and-cooperation activists recipients received an attached message includes telecommunication ideas to make this possible very rapidly and easily. These ideas are now being shared by a large community of women and men of wisdom and gender-balanced peace culture around the world.

5. The TeleCommunication Wave to True Government

As quickly as you telecommunicate these announcements and express your support, you will start a good wave that cannot be stopped. Then, just sit back and let the monogenderments continue to make properly-labeled fools of themselves - not of your gender balanced nation or pro-gender balance, prodemocracy jurisdiction, university, college or organization --- and these monogenderments will begin to balance and become less corrupt and foolish. Their daily folly, perpetuated in a gender-imbalanced "major media" that oscillates between sensational sexual, violence and corruption expose and censorship of gender analysis of the world's political-economic situation), has become so absurd that we now can and must literally call it "madia", not "media".

The "mostly-monogenderments" and their "madia's" obsession with terrorism is simply the sociological and psychological shadow caused by their own censorship of stories that explain the most central root cause of terror. What is this cause? An near-delusional gender hypocrisy about representation among too many "leading" mostly-monogenderments, and the lack of official worldwide, human gender-standard for real government, the common sense 75% endorsed by the unintimidated and intelligent citizenry of women and men, This is the root cause of the aggressive racial and economic "unrepresentations" as well.

Wherever you live, may you know and share the joys and fruits of true gender equipresence in public worldwide decision-making. Just don't accept anything less as "government", and stop pretending that monogenderments and their world of enablers and dominators can stay afloat even after sinking to new lows of ethical and judgement failure.

Remember the courage of your ancestor mothers around the world who gave birth and endured injustice in the hope that you and every child could be wholly free, and equally remember the courage of your fairness and peace-loving ancestor fathers in facing rough weather and enduring hard labor, because they loved your mothers and you. Think of your family, your friends, your children, and yourself, and the nonsense of pregovernment , mostly-monogenderment around the world, and how it is affecting all. Ask yourself whether global organizations are succeeding if the world still lives in terror of violence, and corporate Big Brother. You will find you have the abundant widsom, and forthright courage to spread this definition, to speak, share, and rather easily and effortlessly telecommunicate this profound yet gentle change and truth.

Good, true government, spread upon the earth, is THE ULTIMATE GOOD WORD, It already exists in the good women and men who respect each other as political and spiritual equals, and do not want to dominate others - the scores of millions - all around you - on the Internet, and in your neighborhood. It exists in the Spirit that guides them to do this. It is time to communicate this as far and as fast as you can. The Spirit lives in You.
