Stephen was born about 1840 in Mississippi, a slave of Neil Buie of Copiah County, Mississippi. After Neil's death, Stephen was appraised at $850 in the 1861 inventory of Neil Buie and he was allotted to Neil's wife Nancy. Nothing is known of his parentage.

He was described as 5 feet, 7 inches tall with black complexion, hair and eyes. He enlisted with the 58th Regiment, United States Colored Infantry, 12 March 1864 and was discharged 30 April 1866 at Vicksburg.
