Competition # 5 : "Find City".

Please forgive me if you are not Multi-Player.
If you ARE then this competition - for you.
Situation :
You know when you play multiplayer game with some humans and some AIs then "Kingdom-FindCity" option result is different from that one for one-player game.
When you choose this option you can see the following only in that list of cities :
- All cities which you can see on your map at this moment;
- All AIs cities with Wonders - even if you don't see their on your map.
And you may NOT see humans cities which you did not discover personally even if those cities have Wonders.
I hope you understand me, don't you ?
Well, once I meet the following situation:
We with my friend play two-human (and 5 AIs) multiplayer game. He is Viking, I am Greek. This moment he doesn't see NONE of my cities. But he enteres into "Kingdom-FindCity" menu item
and ... what does he see? Greek city - MY city - Sparta is there ! Hmmm ...
He choose this city and of course he see black fields.
Question :
Why my opponent can see my city Sparta in 'FindCity' list and can not see my other cities?

- As usual it is NOT scenario, it's random game.

You can just explain this situation though I welcome NET- and HOT-files too. Come on!
