Subject: Semi-Simultaneous Movement

I haven't tried it yet but it might lessen the see-saw nature
of the game wherein one side moves several units and conducts
several attacks while the other player sits there helplessly doing
nothing:
Players each play one card face down
simultaneously, then turn the cards over to reveal their choices.
The player with the card allowing the most units activates one
unit (moving and firing), then the other player activates one
unit (moving and firing). Repeat until all units indicated on
the cards have been activated. If both cards show the same number
of unit activations then the player designated in the scenario
set-up as the first player moves first.
