The floating heads (aka the Ministry), the Emperor and Dues were all around at the same time. Dues, a powerful weapon from another civilazation,crashlanded on the planet. It thus created the Ministry and the Emperor as the first people. This whole thing gets confusing and i'm going to need to check some stuff before i go and and possibly confuse anyone.
