The opening FMV where he's fighting Squall. He's later seen in the classroom.
[Personality]:
Seifer's arrogant and cocky. He always wants attention, and because Squall always ignores him he gets angry. Zell points out that one minute Seifer and Squall can seem like the greatest of enemies and the next minute the best of friends. You can see the opposing personalities if you watch their vicotry poses: Squall just kind of turns around while Seifer slashes the air wildly. Seifer's only obvious friends are Fuijin and Raijin (his posse). In Balamb Garden they are the Displinary Committee. If you look at the computer you can read some of the messages they leave which are pretty amusing.
You actually have Seifer in your party during the SeeD test. He's exactly like Squall in the amount of damage he can do with physical and magic attacks.

Believe it or not, Seifer was actually with everyone at the Orphanage. Even then he teased and tormented Squall for attention.
