Description
1 The club shall be known as the 'Diplomacy Club Of Canberra' and is referred to hereafter as the club.
The club shall only be abbreviated as "DCOC".
2 The club shall promote the Diplomacy boardgame within the Canberra Region to all interested persons, and prepare those persons for competition at local ot national tournaments.
3 The club logo chall be a Battleship transposed with the Canberra Parliamentary Sprire and the club motto "Death before Dishonour" emblazoned below.
4 The DCOC year shall be from December to November.
Meetings
5 The club shall meet at least once a month on the first Friday of each month, except where such a date is moved due to conflict with local or national events.
6 The club shall meet at the Slovenian Australian Association of Canberra premises in Irving Street, Philip.
Membership
7 The club shall be open to any person who intends to play the boardgame of Diplomacy.
8 The club shall not have a membership fee.
A nominal charge may be exacted for each person's attendance to cover the cost of room hire.
No fee shall be charged attending their first DCOC meeting.
9 A financial club member shall be any person who has, during the DCOC year, competed in a minimum of one month of club competition.
10 Financial club members under the age of 18, at the commencement of the DCOC year, shall be known as Juniors.
AGM
11 The AGM shall be held before the commencement of the december meeting.
The agenda for the AGM shall be:
  1. Presentation of the club awards.
  2. Presentation of the club's financial statement.
  3. Election of the Excutive.
12 All financial club members shall be eligible to vote at the AGM.
Executive
13 The club Executive shall comprise the President, the Secretary and the Treasurer.
14 A minimum of two Executive positions must be filled at the Annual General Meeting (AGM).
Should this minimum not be met at the AGM, a special meeting shall be held the folloewing month to fill the remaining positions.
The club shall terminate if this clause is not met.
15 The members of the Executive shall :
  1. All be over 18 years of age.
  2. Have competed in a minimum of 3 months of club competition during the DCOC year.
Bylaws
16 The Executive shall have the power to frame bylaws on play, conduct or other aspects of the club and put them in action immediately.
Termination of club
17 If, subject to clause 14, the club terminates, all creditors shall be paid, and any remaining funds will be distributed to the advantage of the hobby.
Club Awards
18 The club shall provide recognition of DCOC members in the following categories :
  1. Best country performance in the previous DCOC year for each of :
    • Austria,
    • Enlgand,
    • France,
    • Germany,
    • Italy,
    • Russia,
    • Turkey.
  2. The top ten players for the DCOC year, with special regonition for the :
    • First place to be known as the 'DCOC - Club Champion'
    • Second place to be known as the 'DCOC - Half-De-COCked'
    • Third place to be known as the 'DCOC - Sarejevo Survivor'
  3. 'DCOC - Best Junior' (Under 18)
  4. 'DCOC - Best First Year Player' for the highest ranked player who played a minimum 3 DCOC club games and played no tournaments .
  5. 'DCOC - Encouragement'
  6. 'DCOC - DIPper NIPper' for the best first-up perforamce of a Junior.
  7. 'DCOC - Slash and Dash' for a player who made a significant improvement or impact during the year.
19 Players shall be encouraged to compete once at every country during the DCOC year, before repetition shall occur.
Scoring System
20 The scoring system shall be 'Curse of Eric' or 'CoE'.
21 In a drawn game the followong scoring applies for all players:
  1. Bonus of 5 points for any country not eliminated in a DRAWN game.
  2. Average number of centres held during the game up to 1910 fall (3 decmial places), plus
  3. Total number of centres held at end-of-game.
22 In a game resulting in an 18 centre (or better) win the followong scoring applies:
  1. Bonus of 25 points for the winning player only (eg. No bonus for Surviving losers);
  2. Average number of centres held during the game up to 1910 fall (3 decmial places)for all players ;
  3. Total number of centres held at end-of-game (for all players) ;
  4. Surviving Losers have half their final centre count, rounded up, deducted from their total score.
23 A score of 20 or greater CoE points shall be known as a club High-Score.
24 All Players ranking shall be determined by the accumulation of CoE points.
Rankings
25 The club shall recognise attendance and performance by DCOC members through the following ranking system, that shall accumulate during the persons entire Diplomacy career :
  1. Novice - any player who has acculated less than 50 CoE points and less than 2 High-Scores.
  2. Intermediate - any player who has acculated from 50-199 CoE points and from 2 to 6 High-Scores.
  3. Senior - any player who has acculated from 200-499 CoE points and from 7 to 10 High-Scores.
  4. Veteran - any player who has acculated at least 500 CoE points and at least 11 High-Scores.
Veterans
26 Club Veterans shall be ranked only upon the accumulation of their end of year rankings :
  1. Each top ten finish is worth between 1st=10 points and 10th=1 point.
  2. Each 10 veteran points will earn one Dan, and the player shall be known as Veteran Dan 1,2,3, etc.
