Success Rate of a Scroll
Not all scrolls that are used on a weapon will be applied successfully; in fact, many of the scrolls that you use on a weapon will end up in failure. The success rate of any scroll is dependent on two important numbers: your character's amount of wits and the Maximum Enchants number of the weapon that you're trying to apply the scroll to. If your weapon isn't rusted, you can retrieve the Maximum Enchants number by referring to the final column for your weapon under the In-Depth Weapons Guide.
The formula for the success rate of any scroll is Wits / Wits + Max Enchants. Here's an example of a character with 300 Wits who wishes to apply an enchant scroll to a weapon with 200 Max Enchants: 300 / 300+200 = 300/500 or 60% chance that the enchant scroll will be applied successfully.
Increasing your character's amount of Wits can greatly increase the success rate of any scroll.
Weapons with Negative Base Skill
One person has asked if a weapon with negative base skill will take the absolute value of the base skill or the actual base skill when a Luck or Glow scroll is applied to that weapon. The answer is that it'll take the absolute value of the base skill, meaning that the skill will increase instead of decrease. The statistical gains with Lucky or Glows are higher for weapons with higher negative base skill.

For a while after the DC Upgrade on April 8, 2002, the functions of scrolls were markedly different and weren't dependent on a weapon's stats:
Bless Scroll: Added +1 Defense to any weapon; it lifted curses from cursed weapons.
Enchant Scroll: Added +1 Skill to any weapon; +1 Attack for first five successful enchantments, +1 Defense for next five successful enchantments, and so on.
Flame Scroll: Added +8 Attack to Right and Right/Left handed weapons. Could now be swallowed by Worms.
Glow Scroll: Added +2 Skill to any weapon and added Glow to that weapon.
Identify Scroll: Identified any weapon.
Luck Scroll: Added +12 Skill to Right and Right/Left handed weapons.
Even Further to the Past
