The Tonberry King quest isn't that difficult at all, it takes patience.  Your goal is to kill 18+ Tonberries until the King appears,
and you must defeat the King to get him as a Guardian Force.  This is a GF you should get, because of its abilities.  You
can start to do this quest Disc 2 or Disc 3.  Getting the King in Disc 2 gives you an advantage over enemies, but you might not be that strong yet.  To get the Tonberry King, go to the Centra Ruins.

The Tonberries weren't very fun to battle in Final Fantasy 7, but their back.  Remember how terrible the Tonberries were?  They had lots of HP and the Chef's Knife attack, killing a character in one hit.  Well, if you are going to get the GF Tonberry King, you'll have to go through lots of Tonberries.  I have a couple of strategies on how to get the Tonberry King.  I think the best time to get the Tonberry King is near the end of Disc 2.  Your party members will have to be strong, or you have to wait until Disc 3, when it gets a lot easier.

First of all, you must locate the Centra Ruins, which is in the Centra Continent.  It is the crystal looking structure in the middle of the desert.  Simply land your ship(Ragnarok or Balamb Garden) and walk into the structure.  Now, you have to fight 18+ Tonberries in order to make the Tonberry King appear.  Before walking into battle, equip Ultima spells or any strong spells to everyone's strength.  Equip another high stock of strong spells to all your characters HP.  Then remodel any weak weapons.  Equip your GFs.  Now junction Death to everyone's Status Defense.  If you have the Auto-Haste ability already, equip it on Squall, or Auto-Initiative.   In the Centra Ruins, you will see stairs in the second screen.  Go up the stairs and you see a fountain in the middle of the screen.  Just walk around this area until you run into a Tonberry(Most enemies in this screen are Tonberries).  Have Squall's HP get in the yellow range.  Then attack with the Renozukuken limit break whenever availible.  If it is not availible, press D to do over the turn.  Squall may be able to finish off one Tonberry with his limit break and a random finisher like Rough Divide, Fated Circle, or Blasting Zone.  If not, simply summon your most powerful GF that is compatible with a character to finish off the battle.  If you have Diablos, summon it to kill off the Tonberries and drain their HP.  You should kill about 10+ Tonberries in 30 Minutes.  This is a good rate, eventually the Tonberry King will come out and avenge the Tonberries right after a battle with a Tonberry.  If a party member dies during battle, use a Phoenix Down or Life Spell to revive them and use Cura or Curaga to fully heal them.  When the Tonberry King appears, be ready.  Make sure Squall's limit is availble and his HP is in the yellow range, but not too low.

No statuses affect the Tonberry King, but it doesn't really matter much in this battle.  Start the battle by having Squall weaken the Tonberry King with a couple of limit breaks.  Follow up with Guardian Forces like Ifrit, Shiva, Pandemona, and Quezacotl, but not Diablos!  The Tonberry King starts attacking with the "Junk" damage, which can hurt your party members quite a bit.  Simply cast Triple on everyone and then Protect.  If anyone gets hurt critically, use a Hi-Potion, Cura, or Curaga spell.  Keep attacking with your GFs, and limit breaks and eventually the Tonberry King apoligizes and joins your party.  The Tonberry King is a fair GF, but its abilities are awesome.  Try to teach it the Haggle, Call Shop abilities once ready.  The LV Up and LV Down abilities are also great, if you need certian items.  Congratulations on getting this Guardian Force.

Getting the Tonberry King (Disc 3 Strategy)

It is very easy to get the Tonberry King towards the end of Disc 3 before you enter Lunatic Pandora.  If you have GFs like Bahamut, Eden, and Jumbo Cactuar, this becomes easy.  It even becomes much easier if Squall has his Lionheart weapon, Quistis has most of her limit breaks, and Irvine has a big supply of ammo.  If you have many spells and a big stock of Ultima, Flare, Meteor, Regen, Curaga, Holy, Quake, and all the strong spells, you won't need to use them.  Use them to junction to HP, Strength, and defense.  Start your quest by junctioning Death to everyone's status defense.  Go into the Centra Ruins and onto the screen with the fountain.   Now its time to kick 18+ Tonberries' asses in order to get to the Tonberry King.  Let Squall's HP hang low, so Renozukuken becomes availble and does devastating damage.  Run around, until you run into a Tonberry.  Have Squall equiped with the Auto-Haste and Initiative abilities.  This way, battles finish faster.  At the beginning of every battle, Squall should already be able to attack.  Use the limit break instantly.  It will probably kill the Tonberries right away, and if it doesn't simply attack until the Tonberry falls.  Battles will end in one move if Squall does Renozukuken and then a finisher.  Zell's limit breaks are also useful, but you need to be fast.  Irvine's limits are also awesome and useful, but use ammo like Dark Ammo, Fire Ammo, Fast Ammo, AP Ammo, and Normal Ammo.  All other ammo aren't that useful.  If the Tonberries counterattack Squall, he may be K.O.'ed.  Just use a Life spell on him and continue your pattern.  Your other party members should have at least 2000 HP during the whole battle.   After defeating 18+ Tonberries, the Tonberry King will appear after your previous battle with a Tonberry.

This is very easy, have Eden, Bahamut, and Cactuar equiped to Irvine, not Zell or Squall.  Then have Squall at the beginning of battle use his limit break.  If Lionheart is the finisher, you have this battle won already!  If not, don't worry, it will still be easy.  Use Squall and Zell's limit breaks until the Tonberry King falls.  Have Irvine(or Third Party member) heal when needed.  Don't let their HP fall below 2000!  If no healing is needed, summon Eden and the battle will be finished under 5 minutes.  Congratulations, you have got the GF Tonberry King on your side!  Good Job!!!
