FHFHL Constitution

• Players were randomly and manually assigned to their respective teams preceding the first FHFHL season.
• ICQ is not required, but highly recommended. It may be required in the near future.
• Owners must check their e-mail regularly and are required to respond to league related e-mails as quickly as possible.
• Owners must notify the commissioner if they will be away for a period of time. Fail to do so may result in removal from league.
• All rules are subject to change at any time, without the consent of the General Managers. However, in practice, I will try to gather opinions before changing rules.
• This league is free to join. No software is required to particpate in this league. FAeditor will not be used & GMeditor is optional, but recommended. See Rosters down below for information on how to submit line changes.
• When "money" or dollar values are referred to on this website, they do not represent any real world value. You will never see a penny.
• Remember, the most important thing is to have fun. The goal is to win and friendly rivalries are fine by me, but try to avoid hostility or making enemies.

• CD - Condition
• IJ - Injury Status [DD: Day to Day | 1W: injured 1 to 2 weeks | 3W: injured 2 to 4 weeks | 1M: injured 4 to 6 weeks | 3M: injured 2 to 4 months | S#: suspended for # of games]
• Want to hire a specializing doctor? To reduce a player's injury one step (In other words, to reduce an injury from 2-4 months to 4-6 weeks, or from 4-6 weeks to 2-4 weeks, you must pay 2 million dollars. Be careful how often you use this, bankrupt penalties are severe. This is designed to only be used in emergency situations.

• The maximum number of players on the pro roster is 25.
• 20 players must be dressed for a game, this includes 2 goaltenders and 18 skaters.
• Teams must have at least 3 goaltenders (pro and farm rosters combined)
• Players playing out of position will not perform to their full ability. To change a players position simply mail your request to the Commish
including a link showing the player at his new position.
• Lines are to be sent in AT LEAST once a week, even if you keep the exact same lines. This is just I know you are still alive and paying attention. It is preferred that you use the GM Editor (free download located at FHL's homepage). Download the league files off of the main page, load them to the GM editor program (once downloaded), edit, save as team name, e-mail to me. (It is linked on the main page.) The name of a file saved in GM Editor format should look like this... "yourteamname".lns

  2. Text lines will be accepted, they are to be sent in (e-mailed in a word or notepad file) exactly as follows (with necessary changes of course). The file name of text lines should look something like this... "yourteamname".txt

  The first five lines should list the players who will be in your roster.
  There cannot be more than twenty altogether, with only 2 players designated
  as goalies (25 players on roster, but only 20 dress for a game, 5 are scratches).
   List jersey numbers for players as follows, separating each with
  a comma:

  There should be no blank lines in the text file.

• At the end of every FHFHL season players are re-rated by the simulator.

• Players will age one year for every FHFHL season.

• Each team will play 82 games during the season.
• 3 FHL days will be simulated for every real day. During the play-offs, one FHL day will simulated for every real day.

• Owners can trade players and money.
• The trade deadline comes to pass when 85 percent of the regular season schedule has been completed. The trade restriction is lifted following the start of exhibition schedule.
• To complete a trade, both parties have to send an e-mail to the commissioner with the details of the trade. Once the e-mails are in, the deal is final and cannot be revoked. Please make sure that the subject of the e-mail includes both teams involved in the trade, e.g.. Subject: Vancouver/New Jersey Trade.
• If collusion is suspected, the trade will not be allowed to go through.
• There will be a Trade Board which consists of 4 general managers and the commissioner. One vote from each member of the trade board is given: Approval or Denial. Majority rules. If any owner in the FHFHL would like a trade reviewed, he may have it done by simply e-mailing the commissioner and saying so. If the trade involves two of the GM's on the trade board, then they will not have a vote on that particular trade. If one GM on the trade board is involved in a deal under review he will not have a vote and the commissioner will not have a vote in that particular trade review either. This is to always maintain an uneven number of votes so no ties can occur.

• Teams may release a player at any time during the season.
• Released players have to be paid 50% of their accumulated contract. Therefore, if you are releasing a player who is signed for 3 years and is paid 2 million per season, you will have to pay him 3 million to release him. There are no waivers in this league, so the player will become unavailable until the free agent draft held at the end of each season.

• Any FHFH player in the last year of his contract can have it extended, in order to avoid the Free Agent process(see below). Signings can be held any time during the regular season of the last year of the contract. Signing bonuses: 500,000$ fee will be required to extend the contract of any player rated 75-79. Any player rated 80 or above requires a $1,000,000 signing bonus. Players rated below 75 overall do not require signing bonuses: They are just happy to make a living playing the game of hockey!
• The amount determined to extend a contract is as follows:

Free Agents


• Free Agents are those players whose contracts have run out (their team has failed to sign them) and can now talk with other teams.
• All Free Agents are placed up for auction following the conclusion of the play-offs. A list of available players will be posted on the message board. General Managers will then be allowed to bid on the players. The money they have available to bid will be based on their current finances. Each player will be given to the team who has held the highest bid for 24 hours. Any player who hasn't been bid will be removed from the auction after one week.


Miscellaneous


• There will be no prospects, entry draft, or waivers in this league. I feel they are unnecessary and/or attain minimal interest from GMs. Additionally, I believe problems will occur considering we will not be playing in line with the NHL. Three FHFHL seasons for NHL seasons makes the whole prospect situation a mess.
• The "lottery" draft, held at the end of each season, ONLY involves those teams which did not qualify for the play-offs in the previous season. It will be a one round, 8 pick draft which goes in order of worst to best record of those teams involved. You are not required to choose or sign a player in this draft. All players will be given a one year contract, worth $1,000,000.
• You must name your farm team before the first season begins. Nothing vulgar.
• There will be no All-Star game.

Coaches



• All teams must hire a coach before the first season begins. Coaches will be hired on a first come, first serve basis. As soon as a applicant becomes an official FHFH member, he may hire a coach.
• Coaches do affect a team's play. Exactly how much is not known.
• Teams may fire or hire coaches anytime during the season. Fired coaches will be paid 50% of their salary.


Finances


• The salary cap is 60 million. You MUST be under it from the 1st game of the regular season until the last game of the play-offs. If you are not, you will be given 1 warning and 2 (real life) days to get under it. If you fail to do so, you will lose your highest rated player and he will be placed in the free agent auction following the season.
• Each team is given $60,000,000 in finances before each season. Don't ask me where this comes from. :-)
• Teams cannot be in debt. If a team is debt at the end of the regular season, their owner will be suspended from the league for one season. They will than be allowed to return, but may not be given the same team they previously had, depending on availability. If an owner fails to pay his contracts for a 2nd time, he is permenently removed from the FHFHL.
• The maximum length of a contract is 4 years.
• The minimum pro salary is $150,000.
• Players on the farm team will make 10% of their pro salary. However, if they have played 10 or more games on the active roster, they will be paid the full amount on their contracts.
• Ticket prices can be changed at anytime during the season (exhibition, regular, or play-off), but it can only be changed 5 times during each period of play (For example, you can change it five times during regular season, five times during exhibition games, and five more times during play-offs).
• Arena Name can be changed at any time, but during the season it costs $200,000 to change it, whereas during exhibition games or the off season you can change it free of charge. Stadium Capacity can be changed at any time. During the off season each additional seat will cost $1000. During the regular season (includes exhibition games) it costs $3000 for each seat. During the play-offs, it costs $5000 per additional seat. Each team will begin season one with 16,000 seating capacity. You cannot bring your stadium capacity above 24,000 seats.

Revenue



• Teams will earn revenue from ticket sales at home games. Additional revenue can be earned from:
• $500,000 for any teams player who receives an award
• $1,000,000 for winning your division.
• $750,000 for making the playoffs.
• $1,500,000 for winning your conference finals series.
• $2,000,000 for winning the Stanley Cup.
• $500,000 each week for writing a quality team article which summarizes or simulates press conferences, interviews, or trade interests.
• $5,000,000 for General Manager of the year award.

Awards



• Awards will be given out following the play-offs. The commissioner will nominate five in each category, and the General Managers will vote.
• Any GM may nominate one player or General Manager(excluding himself) per category.
• GMs may not vote for themselves in the GM category

• Conn Smythe Trophy - Play-off MVP
• Rocket Richard Trophy - goal-scoring leader
• William Jennings Trophy - lowest GAA
• Hart Trophy - Most Valuable Player
• Norris Trophy - Best Defenceman
• Vezina Trophy - Best Goaltender
• Calder Trophy - Best Rookie
• Kim Gernack Trophy - Best General Manager
