My man Matt had been on me to help him fix up his Water Deck, called Drowned Beatdown, and do so on the cheap. While that does leave out some good cards if you don't already have them, Imperial Order, Raigeki, ect, it can be done. So here is what he presented to me and what I responded to him with. What's up Matt, here is my El Cheapo fix for your deck. I've given you a 20$ budget for improvement and outside of maybe 1 card, you'll have some change still.
The best advice I can give you is you need 3 x A LEGENDARY OCEAN IMMEDIATELY!!! That is simply the best card a water deck can have. 1) It acts as UMI for your Tornado Wall and Water increases by 200 points. and 2) It takes all your Water monsters down 1 lvl!! So now you 7fish and Gyogin can attack under GRAVITY BIND!! Legendary Fisherman and Deepsea Warriors are now a NORMAL Summon!! And it is a COMMON!!. Dude, this card is CRITICAL!!!!
You might think of 1 Umiruka as another card as it increases atk by 500, but I would personally go with the 3 OCEANS instead.
I put in 2 x Aqua Madoor as an aqua 2000 Def and I think 1200 Atk. If it dies, you can use it for Aqua spirit. And under gravity bind, it can atk with A Legendary Ocean and is a great def. card for this deck.
Where is you Suijin? Dude its AQUA and has an awesome effect plus is 2400 before UMI. Anything attacking it it can take it's attack to 0 and do damage without being in attack mode! It rocks!! That should be your first sacrifice monster.
Get an Aqua Spirit. It's a LON common and it can only be special summoned by removing 1 aqua monster from play. But as long as it is on the field, you can switch the position of a monster on your opponents side of the field. That way you can put big Atk monsters in defense and vice versa. Great VS Jinzo, SSkull and Ha Des. 1600 ATK is nice too considering its effect.
Penguin Soldier also is Aqua, keeping with the theme and having a great effect. Flip it and send it and one of your opponent's monsters to their hand to clear the way for Suijin, Fisherman and 7Fish.
Try and find at least 1 Giant Red Seasnake. It is an 1800 aqua just like 7Fish. Its a TP2 Super Rare, but maybe you can. Good Luck!
Buy, Trade for or Steal a Pot of Greed!!! This I command! I took out Fissure in it's place. You would rather get 2 card that could probably destroy or overcome whatever it is you needed to fissure in the first place.
Amphibian Beast with A Legendary Ocean is a 1 Summon 2400 ATk and Cure Mermaid had a great effect under Tornado Wall or with Heart of Clear Water, giving you 800 LPs.
Catapult is Aqua, great Def., clears up your space with a viable tribute and great effect.
Keeping in theme, Heart of Clear Water can be an indestructable wall of defense if you can't get Tornado Wall out fast enough. This card on Suijin or a Cure Mermaid is sweet! Just run 1 of it though.
I would take out Tsurgi, Maiden and Cyber Jar. Those flip spaces I would reserve for a Penguin Soldier as they will help clear the way for your monsters to attack. Water Decks need to be fast as Beatdowns can still amass big monsters to compensate for their disadvantage.
Sinister Serpent for semi-theme but moreso versatility. Use it with Magic Jammer or as a stall until you are set up.
Try and get some more magic negation/destruction in your deck. If you don't have Raigeki and the bigger meta magic cards, then you should focus on stopping them. Your Tornado Wall and Umi are wide open. Monsters in the deck will be hard to destroy with a Fisherman out, but your Magic and Traps are open. Magic Drain is a rare. 2 Mystical Space Typhoons are pretty easy to get now, they are commons in the Starter deck. Get at least 2. I kept Dust Tornado for VS Imperial Order. Maryokutai helps with this by offering this monster as a negation for a magic card and then using it to summon an Aqua Spirit.
Took out the Bottomless Trap hole and put in Light of Intervention. You aren't flip effect heavy and that is the biggest thing that will be a threat to your Fisherman and friends. So even if you lose a Penguin in the process, it still probably will save you from Fiber Jar, Cyber Jar, and all those other nasty flips.
Added Offerings to the Doomed for VS Jinzo or some ungodly big monster you can't destroy. Giving up 1 draw phase with this deck you could live with.
Some fun card names that would actually work in this deck: Giant Trunade, Heavy Storm and Torrential Tribute :) Not too hard to get and Trunade is a common in starter deck now, so it's way easy!!

This was with no more than a Rare card added with the exceptions of Heavy Storm and Suijin. All aqua and all functional. A lot of these ideas are the ones from my own water deck, but definately you can do this on the cheap and find that the common card A LEGENDARY OCEAN will hook you up big!!
