Thrift shopping is a precise art, and here, i will try to impart to you some of my knowledge:
1) T-shirts- there are some finds to be had here.  Actually, i get a new one just about every time I visit a store. However, there are more bad ones than good ones.  Be very careful.
2) You don't have to buy something every time you go in.
3) VINTAGE RACKS- I cannot stress to you enough the importance of this section. Visit often.
4) Try on clothes to make sure, no mater what.
5) Check the accsesories like belts, ties, hats, jewelry, watches, etc.
6) Find your own style
7) Look at the records- occasionally you can find good stuff
8) Walk around for a while: allows you to think over some of the items you have and look for items which may have been misplaced (or hidden).
*If you use these tips to steal my method I will kill you.

Locations:
Goodwill: Good stuff sometimes. Definately look at the t-shirts. On Overland by Wal-Mart
Idaho Youth Ranch: One of my favorites. Downtown on Main St. and on the bench at Orchard.
Savers:  The best.  Like i said above, go straight to the vintage rack.  On Fairview
The Salvation Army:  Again, good stuff sometimes. 3 in Boise, on Fairview, Overland, and State.
