Just to go over some of the rules laid down to form the council...

* The council will be composed of all the officers within the guild.

* The function of the council is to give all officers (and members speaking through an officer) a vote in important guild decisions.

All officers are equal in voting power. There will be "duties" assigned to different officers on a strict volunteer basis but this will not effect their say while in council.

* The guild leader (Azazel) will have final say in all matters and will be considered a "tie breaker" or someone that can veto a council decision. I (Azazel) will try to withhold that power and let the council rule and debate on most issues. I (Azazel) will not vote unless necessary. (As Hernn put it the buck has to stop somewhere.) Since I (Azazel) will have final say and be the "tie breaker", impartiality will have to be maintained. This leads to the next point...

* There is a chain of command that needs to be maintained. Any member that has a problem that needs to be addressed will approach an officer. If that officer feels uncomfortable in making a decision or feels that other officers will raise concern over the issue, than a council meeting can be asked for by the officer. The guild leader will sit in and watch and direct the council meeting but he will try to remain impartial. As such the chain of command must be followed. Only an officer may bring a problem to the guild leader. Members of the guild must bring their problems to an officer.

* If an officer feels that a guild member needs to be removed from the guild then the guild member will be removed temporarily and be placed on "probation" until the next council meeting can be called to determine the guild members future.

* If an officer feels that a member of the guild should be promoted then he can ask for a vote in council. The vote will be private and the nominee must not know he or she is being considered in case of denial.

* To ask for a council meeting an officer will place the time in the "/guildmotd" for at least 2 days to let the other officers know. The reason for the meeting will not be placed in the "/guildmotd" and will be told only to other officers.
